The City of San Diego Development Services Department has prepared an Addendum to EIR No. 96-7902 for the following project and is inviting your comments regarding the adequacy of the environmental document. Subject: A COASTAL DEVEVELOPMENT PERMIT and SITE DEVELOPMENT PERMIT to amend Coastal Development Permit/Hillside Review Permit No. 96-7939 for the adjustment of lot lines, demolition of an existing three-level, 70,518-square-foot parking structure and a 71,353-square-foot, three-story research and development building (located at 3013 Science Park Road) and subsequent construction of an approximate two-story, 62,753-square-foot research and development building, and a four-level, 141,238-square-foot concrete parking structure with one subterranean level. The project would encroach approximately 0.17-acre within the adjacent Merryfield property as a result of construction of the project's four-level parking structure. The area being encroached is a paved surface parking lot, and upon completion of the proposed parking structure, the 0.17-acre off-site impact area would be repaired and restriped. The project would also construct associated site improvements (i.e. hardscape, site utilities, drainage improvements, irrigation and landscaping). In addition, the project would incorporate a roof-mounted photovoltaic system consisting of solar panels sufficient to generate at least 50-percent of the project's projected energy consumption that would achieve a Leadership in Energy and Environmental Design (LEED) Silver Certification. The developed 7.1-acre project site is located at 3013-3033 Science Park Road. The parcel is designated Industrial (Scientific Research) pursuant to the University Community Plan and is zoned IP-1-1 (Industrial Park). In addition, the project site is located within the Coastal Height Limitation Overlay Zone, the Coastal Overlay Zone (Non-Appealable and Appealable Areas), the Community Plan Implementation Overlay Zone (CPIOZ-B), the First Public Roadway, the Parking Impact Overlay Zone (Coastal and Campus Impact Areas), Prime Industrials Lands, Airport Land Use Compatibility Overlay Zone, Airport Influence Area (Review Area 1 for MCAS Miramar), and Accident Potential Zone (APZ for MCAS Miramar). (LEGAL DESCRIPTION: Parcel 2 of Parcel map No. 2411 of Torrey Pines Science Park, Unit 1, Map No. 6229). The site is not included on any Government Code listing of hazardous waste sites.
