NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN in accordance with Water Code Section 13147 that a public hearing will be held by the State Water Resources Control Board (State Water Board) to seek comments on the proposed Total Residual Chlorine and Chlorine-Produced Oxidants Policy of California (Policy) and accompanying Substitute Environmental Document (SED). The Policy will affect entities who discharge to the State's inland surface waters, enclosed bays, and estuaries of California and will occur through the issuance of National Pollutant Discharge Elimination System (NPDES) permits. The purpose of this Policy is to (1) establish total residual chlorine (TRC) and chlorine-produced oxidant (CPO) objectives to protect aquatic life beneficial uses by adopting U.S. Environmental Protection Agency (U.S. EPA) 304(a) criteria, (2) provide consistent procedures that apply to NPDES permits that contain one or more numeric water quality-based effluent limitations to regulate discharges, and (3) supply a basis for equitable enforcement of violations of TRC or CPO effluent limitations in NPDES permits.

The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF LOS COCHES CREEK SEWER IMPROVEMENTS, (RFB 1396). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on May 11, 2006, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, or a Classification C-34, Pipeline Contractor. An inspection of the project construction area is scheduled for 10:00 a.m. on April 27, 2006. Contractors are to assemble at the driveway to the Rancho Los Coches RV Park on Highway 8 Business (Business Route 8), approximately 0.4 miles east of Los Coches Road (Thomas Guide 1232, G6). Work to be Done consists in general of replacement of an existing sewer pipeline with an 18" polyvinyl chloride sewer pipeline and includes earthwork, including rock excavation, temporary sewer by-pass system, manhole construction, placement of cellular concrete mats and concrete armor units for permanent erosion protection, traffic control and detour signing, preparation of stormwater pollution prevention plan and implementation of water pollution control measures. The project is located in the vicinity of Lakeside. The cost of construction is estimated to be from $700,000 to $900,000. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $23 per set at the County of San Diego, Department of Purchasing and Contracting, Cashier, Building 11 (MS O32), County Operations Center, 5555 Overland Avenue, Suite 1111, San Diego, CA 92123-1249. The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF STAGE COACH LANE IMPROVEMENTS, (RFB 1406). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on May 10, 2006, at which time they will be publicly opened and read aloud. Work to be done consists in general of the widening of Stage Coach Lane between Mission Road and Knollwood Avenue (approximately 0.47 miles) and improvements to Fallbrook High School parking areas. Description:
The Water Authority's Capital Improvement Program includes $90 million for a pump station, surge control facility, and interconnect pipeline at the San Vicente Reservoir site. These facilities are components of the Emergency Storage Project water delivery system that will be used to transport water between the San Vicente Reservoir and the Second Aqueduct. The facilities are anticipated to be constructed over the next three years.

The Water Authority is hosting an open house as an opportunity for construction contractors and subcontractors to provide input to the Water Authority on packaging the projects for bidding. The open house will include a tour of the project site, a preview of project plans and specifications, and meet and greet the designers, construction managers, and Water Authority staff involved in the project.
Contractors shall provide their own transportation to the San Vicente Reservoir site. Follow the signs to the Water Authority facilities.
