NOTICE INVITING BIDS

NOTICE IS HEREBY GIVEN that the San Marcos Unified School District (“District”) is seeking sealed bids from qualified general contractors for construction of the following public-works project (“Project”): RICHLAND ELEMENTARY SCHOOL FIVE RELOCATABLE CLASSROOM MODIFICATIONS, BID #F2013-09, PROJECT #13-01. This project consists of Division of State Architect A#04-112857 (1 relocatable classroom renovation) and A#04-112866 (4 relocatable classroom renovations).

PLACE FOR SUBMITTING BIDS: Bids must be hand submitted to the District at the following location (“Place for Submitting Bids”): North County Regional Education Center, 255 Pico Street, Suite 100, San Marcos, CA 92069. First Floor, San Marcos Unified School District Facilities Department.

BID DEADLINE: Bids must be received at the Place for Submitting Bids not later than Thursday, May 9, 2013 at 2:00 P.M. (“Bid Deadline”), at which time the District will publicly open and read all bids. The District shall return, unopened, each bid received after the Bid Deadline.

BID DOCUMENTS: Bidders may obtain a copy of the Contract Documents as follows: (1) Contact Mayer Reprographics online at www.mayer.com; please do not call; (2) Select “Projects bidding” and choose the folder for this project. This folder contains information about how to order plans and specifications, receive a plan holder's list, project addendums (if applicable), and other pertinent project information for the duration of the bidding process. Purchase of the Contract Documents at Mayer Reprographics will also allow plan holder to be notified in the event an addendum is issued. The District will also make the Contract Documents available for review at San Diego Daily Transcript.

REQUIRED BID SECURITY: Each bid must be submitted with security in an amount equal to 10% of the maximum bid, in one of the following forms: (i) a cashier's or certified check payable to the District; or (ii) a bid bond. The security must be submitted with a completed copy of the “Bid Security” form included as one of the Required Bidding Forms. Each bid bond must be an executed copy of the “Bid Bond” form included as one of the Required Bidding Forms and must be issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120. Unless forfeited, the District will return security to the bidders within a reasonable time, but not more than sixty days after award of the Contract for the Work.

PROBABLY COST OF CONSTRUCTION: $200,000

SCOPE OF WORK: Restroom addition to existing relocatable classroom buildings, plumbing and electrical upgrades and site accessibility upgrades.


CONTRACTOR LICENSE: The class of California contractor license required to bid on and perform the Work is a Class B, General Contractor license.

MANDATORY PRE-BID CONFERENCE: The District will conduct a pre-bid conference and site visit on Thursday, May 2, 2013, at 3:45 P.M., and will initially commence at: Richland Elementary School, 910 Borden Road, San Marcos, CA 92069. Attendance at the pre-bid conference and site visit is mandatory, and any bidder that does not attend shall be deemed non-responsive.

AWARD OF CONTRACT: The award of the Contract will be based on the following method of determining the lowest bid: Bid will be determined on base bid alone.

SURETY BONDS: The successful bidder must provide a Performance Bond and a separate Payment Bond, in the forms included as Required Contract Forms, each in an amount equal to 100% of the total Contract Price, and each issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120.

LABOR LAW: Each worker on the Project must be paid not less than the applicable prevailing rates of per-diem wages in the locality in which the Work is to be performed for each craft or type of worker needed to execute the Contract (“Prevailing Wages”). A copy of the applicable rates of Prevailing Wages is on file and available for review at the Place for Submitting Bids, and a copy will be posted at the Project Site. If so specified in Section 13 of the Special Provisions, the Work will be subject to monitoring by the California Department of Industrial Relations (“DIR”) and/or the Compliance Monitoring Unit of the DIR (“CMU”). If so specified in Section 14 of the Special Provisions, the District will conduct a mandatory conference for the purpose of describing labor-law requirements.

RETENTION: Substitution of securities in lieu of retention, pursuant to Public Contract Code Section 22300, will be permitted as provided in the General Provisions.

DEFINED TERMS: Capitalized terms used, but not defined, in this Notice Inviting Bids shall have the meanings ascribed to such terms in other of the Bid Documents.

NOTICE IS HEREBY GIVEN that the Governing Board of the Grossmont Union High School District (“District”) is inviting prequalified and experienced contractors to submit sealed bids for the construction project described below.

PLACE FOR SUBMITTING BIDS:
Bids must be delivered to the District at the following location: Grossmont Union High School District Bond Trailer, 9600 1/2 Milden Street, La Mesa, CA, 91942

BID DEADLINE:
Bids must be delivered to and received by the District at the location specified above as the place for submitting bids not later than the date and time specified below, at which time the District will publicly open and read all bids. Any bid received by the District after the Bid Deadline shall be returned to the bidder unopened. Bids must be received by the District no later than the following Bid Deadline: May 21, 2013, 2:00 p.m.

OBTAINING OFFICIAL BID DOCUMENTS:
Prospective bidders may secure a set of bid documents as of April 17, 2013, for the Project(s) at Mayer Reprographics, 1065 University Avenue, San Diego, CA 92103, (619) 295-4112. Information is available at Mayer.com; click on Projects Bidding. A $200.00 refundable deposit is required for each set of HARD COPY bid documents. Electronic plans (if available) may be purchased from Mayer Reprographics. GUHSD is not responsible for the completeness of plans and specifications from any other source. Notification of addendums will only be made to contractors that have registered with Mayer Reprographics.

REQUIREMENTS FOR BID: Bids must be submitted on the Bid Form provided by the District and included in the bid documents. Each bid must strictly conform with and be responsive to this Notice Inviting Bids, the Instructions for Bidders, and other Contract Documents. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. Except as provided in Public Contract Code Section 5100 et seq., no bidder may withdraw a bid for a period of sixty (60) calendar days after the opening of the bids.

ADDITIVE AND DEDUCTIVE ALTERNATES: If the District requires that bids include additive or deductive alternates, the Bid Form will describe the specific alternates required. The award of the contract for the Project will be based on the lowest bid (Base Bid plus Allowance):

REQUIRED BID SECURITY: Each bid must be submitted with security in an amount not less than ten percent (10%) of the maximum bid amount as a guarantee that the bidder will enter into the proposed contract, if awarded to the bidder, and will provide the performance and payment bonds, insurance certificates and other documents described in the Contract Documents. Such security must be in one of the following forms: (1) a cashier's check made payable to the District; (2) a certified check made payable to the District; or (3) a bond made payable to the District in the form set forth in the Contract Documents. Any bond must have been issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120

REQUIRED CONTRACTOR LICENSE: The class(es) of California contractor's license(s) required in order to bid on and perform the contract for this Project is:

MANDATORY PRE-BID CONFERENCE AND SITE VISIT: The District will conduct two pre-bid conferences and site visits on April 25 and April 30, 2013 for the purpose of acquainting all prospective bidders with the bid documents and the work site. Attendance is mandatory at ONE of the visits, and any bidder that does not attend will be disqualified from work on the Project. The pre-bid conference(s) will begin 9:00 a.m. at the flagpole at Chaparral, 1600 N. Cuyamaca St. El Cajon, CA 92020 and move on to the project site.

DISTRICT STANDARDS: The District has made a finding that certain brand or trade names are necessary in order to maintain conformity among its campuses, compatibility with existing systems, and to streamline maintenance and parts storage. A copy of the resolution is incorporated in the bid documents under Specifications.

PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to provide both a performance bond and a separate payment bond, each in an amount equal to 100% of the total contract amount. The forms of the bonds are set forth in the Contract Documents and all bonds must be issued by a California-admitted surety as defined in California Code of Civil Procedure Section 995.120.

DISABLED VETERANS: The District has adopted a goal for participation in the Project by disabled veteran business enterprises (DVBE) of three percent, per year, of the overall amount expended for the Project each year. Bidders must comply with the DVBE requirements described in the Instructions for Bidders.

LABOR COMPLIANCE: This contract is subject to a Labor Compliance Program, as described in Labor Code Section 1771 et seq. Contractors are required to register at https://apps.dir.ca.gov/eCPR/DAS/altlogin.

PREVAILING WAGES: The successful bidder and each of its subcontractors of any tier will be required to pay not less than the general prevailing rates of per-diem wages in the locality in which the work is to be performed for each craft or type of worker needed to execute the contract (“Prevailing Wages”). A copy of the per-diem rates of Prevailing Wages applicable to the Project is on file and available for review at the location specified above as the place for submitting bids, and a copy will be posted at the site of the Project.

The Water Authority anticipates utilizing temporary staffing services on an as needed basis for administrative support positions as provided in the RFP.
