THE SAN DIEGO METROPOLITAN TRANSIT SYSTEM (MTS), 1255 Imperial Avenue, Suite 1000, San Diego, CA 92101-7490, is interested in receiving bids from qualified companies to provide various types of courier services on an as needed basis in conformance with the Standard Services Agreement, Standard Condition Services, Scope of Work, and Bid Forms.
This contract shall remain in effect for a two year period, with three one-year options exercisable at the sole discretion of MTS.  The total value of the base two years, plus the three one-year options shall not exceed $100,000.00.
The project manager for this project is Debbie Bridge, Copy Center Coordinator 619.557.4523. Questions relating to this bid should be addressed to the project manager.  The project manager is the sole point of contact for this contract.  Bidders are requested not to contact any other representatives of MTS in connection with this bid prior to announcement of the award.  Noncompliance with this requirement may result in your company’s bid being rejected.
Bids must be received by 5:00 p.m. on Tuesday, April 25, 2006, at MTS, attention:  Debbie Bridge.  Bids arriving later than 5:00 p.m. will not be considered.  Bids may be faxed to the attention of Debbie Bridge at (619)234-3407 or e-mailed to  Bidders must sign and complete all Bid Forms and the Supplemental Questionnaire in order for their bid to be responsive.

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 1:30 P.M. on May 11, 2006 and bids will be opened at 2:00 P.M. on May 11, 2006 for:

The project provides rehabilitation of airfield asphalt pavements on Runway 9-27 and Taxiway B, rehabilitation of the runway 9-27 centerline touchdown zone light systems, and modifications to taxiway edge lighting, windcone, and paint markings.

A. Runway 9-27 work includes a 3 inch mill and asphalt overlay of the center 66 feet of runway pavement including new runway paint markings and surface grooving.

B. Runway lighting system modification includes the removal and replacement of all existing base cans, L-852A light fixtures and cable for the centerline lights. Touch down zone light modification includes the removal and replacement of select base cans and L-852B light fixtures and cable.

C. Airfield enhancements include removing and replacing existing taxiway edge lights, base cans, and grounding system where conflicts occur with runway hold line markings, modifications to runway hold markings and the relocation of one unlighted windcone.

D. Taxiway B work includes a 3 inch mill and overlay from taxiway B3 to B1 and a 6 inch removal and replacement of existing pavement between taxiway B4 and B3.

It is intended that the work be completed in every respect under the Contract, and such items or details not mentioned above that are required by the Contract documents shall be furnished, performed, placed, constructed, or installed by the Contractor.
The magnitude of this work is in the range of $10,000,000. The bidder must possess a valid California State Contractors License, classification A at the time the contract is submitted.
Bids will be opened in public at 2:00 P.M. on May 11, 2006, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at 1:00 P.M. on April 20, 2006, in the
Wright Brothers Conference Room, on the 3rd Floor on the Commuter Terminal, 3225 N. Harbor Drive, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. An addendum will be issued, if necessary, to respond to questions raised. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.
Plans and specifications may be purchased for $80.00 per each set on or about April 10, 2006, by Bidder's printed check or money order only (made payable to SDCRAA), during the hours of 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m., Monday through Friday, excluding Airport Authority holidays, from the Facilities Development Department, San Diego County Regional Airport Authority, mailing address P.O. Box 82776, San Diego, CA 92138-2776, or picked up in person at 2320 Stillwater Road, San Diego, California, Telephone Number (619) 400-2595. Shipment of plans and specifications by Federal Express is available at Bidder's expense (please provide a completed airbill with your request). The purchase price and cost of shipment are not refundable. One set of plans and specifications will be made available by the Airport Authority to local plan file services.
In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are included in these specifications.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority Contracts. Certified DBEs with qualifying experience encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions. For work on the Airport Operations Area (AOA) as defined herein, the required limits of insurance coverage are increased and subject to the Airport Authority's Owner Controlled Insurance Program (see the applicable section of the General Conditions). The Contractor shall be required to provide insurance in addition to the Owner Controlled Insurance Program.
A Notification Regarding Environmental Conditions has been included as Appendix 6 in the project specifications. This notification will serve as the Airport Authority's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
