County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT, will receive up to, but not later than 2 o'clock p.m. PST of the 20th day of May 2010, sealed bids for the award of a contract for:

Bids shall be received in the office of the Owner in Suite 310 at the SAN DIEGO COMMUNITY COLLEGE DISTRICT, 3375 Camino del Rio, South, San Diego, California, 92108 and shall be opened and publicly read aloud at the above stated time and place.
Each bid must conform and be responsive to the contract documents. Plans, specs & addenda will be distributed electronically after April 25, 2010, using the MySmartPlans project dashboard software from A/E Scantech, 7150 Engineer Rd, San Diego, CA 92111, (858)495-0727. The MySmartPlans software installer can be downloaded at The dashboard is used as an information and update tool throughout the bidding process, so open it daily. In addition, email alerts will be sent to registered planholders notifying them of the project updates. Prints may be ordered from within the dashboard under the “Order Prints” button
As a condition of bidding and in accordance with the provisions of Section 20651.5 of the California Public Code and Section 20101 of the California Local Agency Public Construction Act, the District is requiring prequalification of all contractors wishing to submit bids on the project in excess of $500,000. Bids will not be accepted if a contractor has not been prequalified with the District. This process can be initiated at the following link: Please have qualifications submitted no later than May 10, 2010 to allow for prequalification processing and notification.
“For contractors submitting bids under $500,000, please submit the “Trade Contractor Qualification” form (Document 00310) to the Construction Manager prior to the bid. The form is provided in the bid package, forward to PCL Construction by May 14, 2010 Pacific Standard Time to allow for sufficient qualification processing. Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Information for Bidders.
In contracts involving expenditure in excess of $ 25,000.00, the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.*
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
A Mandatory Pre-Bid Walk will be held as follows: Friday May, 07, 2010 from 8:00 a.m - 10:00 a.m. The meeting will occur at the project site at the North West corner adjacent to the PCL Construction Trailer, outside the construction fence, near the corner of Mesa College Circle and Mesa College Drive, 7250 Mesa College Drive, San Diego California 92111. Bidders are forewarned that parking on Campus is on a first come, first serve basis and as such can be limited. Please park in Lot 1, SDCCD has indicated that parking tickets issuing will be suspended until 10:30 a.m. pst. The site visit is mandatory and should a bidder not attend, they will not be allowed to bid as it is a material requirement of the contract. Bidder sign in-sheet will be provided at the Pre-bid meeting.
The lowest responsive bid will be determined solely on the lowest base contract bid. Even if alternate bids are sought by the District, the lowest responsive bid will be based solely on the lowest base contract bid.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies are at the following website:
It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
Labor Compliance Program: The Trade Contractor and every subcontractor that is listed in the bid documents shall be required to comply with the District's Labor Compliance Program. See Document 00200, Article 9 for additional information.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification: Each bidder shall be licensed in the State of California pursuant to the Business and Professions Code for the scope of work in the Work Category the bid is submitted.
No bidder may withdraw his bid for a period of __Ninety _ (_90___) days after the date set for the opening of bids.
