The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF LOS COCHES CREEK SEWER IMPROVEMENTS, (RFB 1396). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on May 11, 2006, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, or a Classification C-34, Pipeline Contractor. An inspection of the project construction area is scheduled for 10:00 a.m. on April 27, 2006. Contractors are to assemble at the driveway to the Rancho Los Coches RV Park on Highway 8 Business (Business Route 8), approximately 0.4 miles east of Los Coches Road (Thomas Guide 1232, G6). Work to be Done consists in general of replacement of an existing sewer pipeline with an 18" polyvinyl chloride sewer pipeline and includes earthwork, including rock excavation, temporary sewer by-pass system, manhole construction, placement of cellular concrete mats and concrete armor units for permanent erosion protection, traffic control and detour signing, preparation of stormwater pollution prevention plan and implementation of water pollution control measures. The project is located in the vicinity of Lakeside. The cost of construction is estimated to be from $700,000 to $900,000. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $23 per set at the County of San Diego, Department of Purchasing and Contracting, Cashier, Building 11 (MS O32), County Operations Center, 5555 Overland Avenue, Suite 1111, San Diego, CA 92123-1249. Full-size plans may be obtained at the Dept of Purchasing and Contracting, referenced above, at an additional cost of $7 per set. Only complete sets of full-size plans will be sold. Full-size plans will not be sent to full-size plan holders when plans are revised and issued as addenda unless re-ordered. Only revised reduced plans will be issued as necessary with addenda. Full-size plans will contain only the revisions made to the plans at the time of issuance. Make checks payable to County of San Diego; no refund will be made. All prices include tax. Mail service is available only to those prospective bidders outside a 30 mile radius of the County Operations Center and at an additional cost of $5 per set of documents. A Disabled Veterans Business Enterprise (DVBE) goal of three percent (3%) has been established for this project. NOTICE OF PRELIMINARY DECISION TO APPROVE SOURCES OF
AIR POLLUTION BY THE SAN DIEGO AIR POLLUTION CONTROL DISTRICT

The San Diego County Air Pollution Control District (District) hereby gives notice that in accordance with Rule 20.2 (New Source Review-Non-Major Sources) of the District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue an Authority to Construct for Application No. 983787 to Sharp Memorial Hospital for one (1) 1807 BHP diesel fired engine, proposed to be used as an emergency backup generator, located at 7901 Frost Street, San Diego, CA 92123.

An evaluation of the air pollution impacts of this proposal was performed by the District. An air quality impact analysis of oxides of nitrogen (NOx) was conducted pursuant to District Rule 20.2. Results indicate that operation of this system will not result in additional violations of any State or federal ambient air quality standard or interfere with any attainment or maintenance of any State or federal ambient air quality standard. It was determined that all other applicable District Rules and Regulations will be made when the equipment complies with the conditions prescribed by the District. This evaluation is available for review at the District.

Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing on April 27, 2006, and ending on May 26, 2006, to the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131.
