As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for an Extension of Time to a previously approved Coastal Development Permit to demolish existing four units and construct a three-story, two residential dwelling units, totaling approximately 2,929 square feet for rent on a 2,766 square foot property. The project site is located at 3458 Bayside Walk in the R-S Zone of the Mission Beach Planned District, Coastal Overlay (appealable), Coastal Height Limit, First Public Roadway, Parking Impact, Residential Tandem Parking, Transit Area Overlay Zones and within the Mission Beach Community Plan area.
The decision of the Hearing Officer is final unless appealed to the Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing.

SITE DEVELOPMENT PERMIT (SDP) and MHPA Boundary Line Adjustment to allow for the grading of a 0.92 acre site at the terminus of Duck Pond Lane in the AR-1-1 and AR-1-2 Zone within the Del Mar Mesa Specific Plan and the Airport Influence Area (MCAS-Miramar, Review Area 2) for future construction of one single dwelling unit in accordance with the Del Mar Mesa Community Architectural Design Guidelines. The project has been designed to be consistent with the Del Mar Mesa Specific Plan and the AR-1-1 and AR-1-2 Zone and is not requesting deviations or variances to the Land Development Code. Approximately .43 percent of the property would be graded and included in the development area (including brush management zone 1) and a total of 0.54 acres (including Brush Management Zone 2) would be placed into a covenant of easement area to preserve native habitat on-site in perpetuity. Grading would include 300 +/- cubic yards of cut and 550 +/- cubic yards of fill. The maximum fill slope would be approximately 9.0 feet high and the maximum cut slope would be approximately 2.5 feet high with two retaining walls a maximum of five feet high each. The site is not included on any Government Code listing of hazardous waste sites. (Legal Description:

The City of San Diego Advance Planning and Engineering Division concludes that the White Residence project could have a significant environmental effect in the area of BIOLOGICAL RESOURCES and LAND USE (MSCP/MHPA) but that those effects were previously examined in Del Mar Mesa Specific Plan MEIR (LDR NO. 95-0353) and the project would not result in any additional significant effects on the environment beyond those identified in the MEIR No. 95-0353. It recommends that the lead agency make findings that no additional significant environmental effect will result from the project, no additional mitigation measures or alternatives are required, the project is within the scope of MEIR No. 95-0353, and no substantial changes have occurred with respect to the circumstances under which the MEIR was certified or there is no new information which was not known and could not have been known at the time the MEIR was certified. The proposed project is considered to be within the scope of analysis of the Specific Plan as examined by the MEIR and are presented in the MEIR Subsequent Project Findings pursuant to CEQA Sections 15177 and 15179.
