NOTICE IS HEREBY GIVEN that the Grossmont Union High School District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT will receive up to, but not later than 2:00 o'clock p.m. of the 27th day of April, 2006, sealed bids for the award of a contract for:

Bids shall be received in the Purchasing Department of the Grossmont Union High School District located at the1100 Murray Drive, El Cajon, CA and shall be opened and publicly read aloud at the above stated time and place.
Each bid must conform and be responsive to the contract documents, copies of which are now on file and may be obtained after April 3, 2006, at the Purchasing Department of the Grossmont Union High School District . A $150 refundable deposit will be collected for each set of specifications and drawings.
Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
In contracts involving an expenditure in excess of $25,000, the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.*
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The lowest bid shall be the lowest total of the bid prices on the base contract as set forth in the bid form.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request. It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

This bid is subject to Disabled Veteran Business Enterprise requirements. Minority, women, and disabled veteran contractors are encouraged to submit bids.
*A payment bond must be filed for a contract involving an expenditure in excess of $25,000 (Civil Code section 3247(a)) and may be required for contracts involving smaller expenditures at the option of the District.
This contract is subject to a LABOR COMPLIANCE PROGRAM, as described in subdivision (b) of Section 1771.5 of the Labor Code. “Pursuant to Labor Code section 1771.7, the District implemented and shall enforce a Labor Compliance Program (LCP) approved by the Department of Industrial Relations on March 6, 2003, for this Project.” Bidders must place an ad by Thursday, April 13, 2006, to comply with DVBE regulations.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification:

Wet Utilities: A - General Engineering Contractor and/or C-26 Plumbing Contractor
Electrical: C10 - Electrical Contractor
General Building: B - General Building Contractor
Demolition: A- General Engineering and/or C-21 Building Moving/Demolition Contractor

A mandatory pre-bid conference and site walk will be held on Wednesday, April 12, at 9:30 a.m. in the District Administration Center, Conference Room No. 1, 1100 Murray Drive, El Cajon, CA 92020 for the purpose of acquainting all prospective bidders with the bid documents and the work site.
No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of bids.

NOTICE IS HEREBY GIVEN that the City Council of the City of La Mesa will receive sealed bids for performing work as follows:

Traffic Signal Modifications at Center Drive/Grossmont Center Drive Intersection, in the City of La Mesa, County of San Diego, State of California, as shown on City of La Mesa Drawings No. 8916 & 8917 and according to specifications,

and all appurtenant work necessary for the proper construction of the entire contemplated improvements in the City of La Mesa under Bid No.05-17, in accordance with the terms and provisions of the plans and specifications therefor which are on file in the office of the City Engineer, located in City Hall at 8130 Allison Avenue, La Mesa, California, 91941, Telephone Number (619) 667-1166, Fax Number (619) 667-1380.
This project has a goal of 4% (race neutral/race conscious) disadvantaged business enterprise (DBE) participation.
This project is subject to the “BUY AMERICA” provisions of the Surface Transportation Assistance Act of 1982 as amended by the INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT of 1991.
Each sealed bid must be submitted to the Office of the City Clerk, 8130 Allison Avenue, La Mesa, California, 91941, prior to the closing time of 2:00 P.M. on Tuesday, April 25, 2006, at which time they will be publicly opened and read aloud in the City Council Chambers at City Hall, 8130 Allison Avenue.
The Engineer's cost estimate is $105,000 for this project. The project is funded in part by the Federal Highway Administration, monitored by Caltrans and administered by the City of La Mesa.
The Contract Documents may be inspected in the office of the City Engineer and copies may be obtained at that location upon payment of a non-refundable fee of $35.00 for each set. An additional non-refundable fee of $10.00 is required for the mailing of each set.
BID SECURITY: Each bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten percent (10%) of the total bid price, payable to the conditions provided in the Information for Bidders.
WAGE RATE REQUIREMENTS: Attention of Bidders is directed to the requirements for the conditions of employment to be observed and the minimum wage rate to be paid under this Contract. A minimum wage scale for each craft has been established by the Director of Industrial Relations of the State of California, pursuant to the requirements of Sections 1770, 1773, 1773.1, 1773.6 of the California Labor Code and the City's Resolution No. 12407 adopting these rates for Public Works Contracts. At the City Engineer's Office, a copy of this resolution and the current prevailing wage rates may be reviewed.
This is a Federal-Aid project and Davis-Bacon Act will be enforced. The Federal Wage Rates are those determined by the Federal Department of Labor Relations. The Contractor is obligated to pay the higher of the two rates, State and Federal wage rates, if there is a difference. Refer to Part II of these Specifications for further information.
: Bidder may not withdraw their proposal within sixty (60) calendar days after the date set for the opening of the bids.
CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the City has determined that the contractor shall possess a valid Class A Contractor license at the time that the contract is awarded. Failure to possess the specified license shall render the bid as nonresponsive and shall act as a bar to award of the Contract to any bidder not possessing said license at the time of award.
ADDRESS AND MARKINGS OF BIDS: The envelope enclosing the Bid shall be sealed and addressed to the City, and shall be delivered or mailed to the Office of the City Clerk at 8130 Allison Avenue, La Mesa, CA 91941. The envelope shall be plainly marked in the upper left hand corner with the name and address of the Bidder and shall bear the words "Bid For ..." followed by the title of the Project, the date and hour of bid opening, and the appropriate State Contractors license designation which he/she holds. The certified or cashier's check or Bid Bond shall be enclosed in the same envelope with the Bid. The complete specification must be submitted with the bid.
