TO APPROVE A SOURCE OF AIR POLLUTION BY THE
SAN DIEGO COUNTY AIR
POLLUTION CONTROL DISTRICT
The San Diego Air Pollution Control District hereby gives notice that in accordance with Rule 20.2 of the District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue an Authority to Construct to the Palomar Pomerado Health District for the proposed installation of five 2,923 hp diesel fired emergency engine generators, three 35.7 million btu/hr natural gas fired boilers with amber fuel back-up, and one 158 hp natural gas engine driven chiller to be operated at 2195 W. Citracado Parkway in Escondido, CA.
An evaluation of the air pollution impacts of this proposal was performed by the District and it was determined that all applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. An Air Quality Impact Analysis was conducted for Oxides of Nitrogen (NOx). Results indicate that the operation of this equipment will not result in the violation of any State or Federal ambient air quality standard, or interfere with the attainment or maintenance of any State or Federal ambient air quality standard.
The Air Quality Impact Analysis is available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Please refer to Application Nos. APCD2010-APP-001069 thru APCD2010-APP-001073, 988127 thru 988129, and 988135 on all correspondence regarding this project. Written comments concerning the District's proposed action may be submitted for a period of 30 days commencing April 5, 2010, and ending on May 4, 2010. The scope of work for this project includes construction of aircraft pavement and associated airfield lighting work, underground utilities, blast fence, security wall, and

Two mandatory pre-bid conferences will be conducted for all interested contractors to inspect the site and to review any questions regarding the Contract. These conferences will be held on April 7, 2010 at 10:00 A.M. and April 13, 2010 at 10:00 A. M. Both conferences will be held in the Terminal Development Program facilities at 2722 Truxtun Road, San Diego, California.
In order for a Contractor to be eligible to submit a Bid Package Proposal for this Contract, an official representative of the Contractor must be present at one of the mandatory pre-bid conferences. Key project parameters and coordination requirements will be presented to the attendees. Confirmation of conference attendance shall be based on the official Attendance Sheet(s) for the conference.
At the end of the conference, interested parties may visit the job site. The Airport Authoritys representative will be present at the pre-bid conference to receive questions.
These will be the only job site tours given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension, and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday, and
holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority Contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes.
Bidder shall file the bonds as required by the Contract and Civil Code Section 3247. The provisions of Public Contract Code Section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, Contractors Insurance, of the General Conditions. For work on the Airport Operations Area (AOA) as defined herein, the required limits of insurance coverage are increased for work performed on non-AOA projects and subject to the Airport Authoritys Owner Controlled Insurance Program (see the applicable section of the General Conditions). The Contractor shall be required to provide insurance in addition to the Owner Controlled Insurance Program.
The drawings and technical specifications contained in this Request for Bids (RFB) were prepared by HNTB in their capacity as a subcontractor to Turner, PCL, Flatiron, a Joint Venture (Joint Venture).
Pursuant to Section 188.8.131.52.5 and 5.5.1 of the Design Build Agreement between the Airport Authority and the Joint Venture, the Joint Venture has requested and the Airport Authority has agreed to allow the Joint Venture to submit a Bid in response to this RFB. Management of the Work for this Contract shall be performed by the Joint Venture pursuant to the terms and conditions of the Design Build Agreement, a copy of which is attached hereto as Attachment 1 and incorporated herein by this reference.
The Airport Authority reserves the right to reject any or all bids; to waive any informality or technicality in the bids received; to waive any requirements of these specifications as to bidding procedures; to revise the Request for Bids prior to time for final submission of written Bids; to advertise for new bids; or to otherwise proceed to fulfill the Airport Authoritys needs.
