PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Matter of the appeal by D. Scott Peters, Sterling Land Services, Inc., Surveyor, of the decision by the Planning Commission approving an application for a Tentative Map to convert twenty-five existing residential units to condominiums and a waiver of the requirement to underground existing overhead utilities on a 0.667 acre site at 5445 55th Street in the RM-3-9 Zone and Parking Impact Overlay Zone within the College Area Community Plan Area.
The decision of the City Council is final.

Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

Subject:  POINT LOMA TOWNHOMES. COMMUNITY PLAN AMENDMENT (CPA), LOCAL COASTAL PROGRAM AMENDMENT (LCP), TENTATIVE MAP (TM), COASTAL DEVELOPMENT PERMIT (CDP), SITE DEVELOPMENT PERMIT (SDP) to redesignate a 1.65-acre site from Industrial to Commercial for a mixed use development which includes the demolition of two, two-story commercial structures and associated accessory structures, the  construction of four, two-story and one, three-story buildings consisting of 47 residential townhomes, three commercial units and one level of below grade parking at 1275 Scott Street. The Regional Transportation Congestion Improvement Program (RTCIP) provides for the collection of a fee per new dwelling unit to ensure future development contributes its proportional share of the funding needed to pay for the Regional Arterial System (RAS) and related transportation facility improvements, as defined in SANDAG's most recently adopted Regional Transportation Plan (RTP).
The Regional Transportation Congestion Improvement Program Report and relevant attachments are available for public inspection at the Office of the City Clerk, City Administration Building, 2nd Floor, 202 “C” Street, San Diego, California, 92101.
