PROJECT DESCRIPTION: The project proposes to modify an existing approved Reclamation Plan, RP79-05 (1979), as amended (2002), in order to bring the reclamation plan into compliance with all California Surface Mining and Reclamation Act (SMARA) amendments passed since 1975; amend the 1979 mining plan to accommodate current plans and future uses; and include the entire 210-acre site and all disturbed lands under the reclamation requirement. The current mining operation on-site was determined to be a vested right and is not subject to a Major Use Permit.
LOCATION: The project is located approximately four miles east of Vista and seven miles northwest of Escondido on Twin Oaks Valley Road within the Bonsall Community Plan Area within the unincorporated area of San Diego County.
ENVIRONMENTAL STATUS: A Subsequent Mitigated Negative Declaration has been prepared for this project and is on file at the Project Processing Counter of the Department of Planning and Land Use 5201 Ruffin Road, Suite B, San Diego, CA 92123.
GENERAL INFORMATION: This public hearing is accessible to individuals with disabilities. If interpreter services for the hearing impaired are needed, please call the hearing secretary at (858) 694-3816, or California Relay Service, if notifying by TDD, no later than seven days prior to the date of the hearing.

HEARING INFORMATION:

APPLICANT: RSD Hilton Head, LLC
PROJECT/CASE NUMBER(S): Hilton Head, Tentative Map, 23 Unit Commercial Condominium Conversion, TM 5531RPL2
PROJECT DESCRIPTION: The project proposes a Tentative Map to subdivide an existing commercial office building into 23 commercial condominium units. The existing 2-story commercial office building is 40,223 square feet. The building was constructed with an approved building permit and passed final building inspection on October 8, 2007. Access to the site is provided via two private driveways; one from Hilton Head Road and the other from Hilton Service Road. 181 parking spaces are provided on-site along with 30 bicycle spaces and 6 ADA compliant spaces. The project is subject to the (21) Specific Plan Area Land Use Designation of the Valle de Oro Community Plan and is subject to the Cottonwood Village Specific Plan Amendment (SPA 82-03), which was adopted by the Board of Supervisors on April 12, 1983. The project site is subject to the C36, General Commercial Use Regulations.
LOCATION: The project site is located east of Jamacha Road, south of Hilton Head Place on Hilton Head Road.
ENVIRONMENTAL STATUS: It is recommended that the proposal be determined to be exempt from environmental review under Section 15301 of the State California Environmental Quality Act Guidelines, because the project proposes to divide an existing commercial building, where no physical changes occur which are not otherwise exempt.
