NOTICE IS HEREBY GIVEN that the Chula Vista Elementary School District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT will receive up to, but not later than 11:00 a.m., on April 22, 2014, sealed bids for the award of a contract for Porcelain-on-Steel Markerboard Panels, Bid No. 13/14-11.

Bids shall be received in the Purchasing Office of the Chula Vista Elementary School District located at 84 East J Street, Chula Vista, CA 91910 and shall be opened and publicly read aloud at the above stated time and place. Responses must be sealed and clearly marked “Bid #13/14-11 Porcelain-on-Steel Markerboard Panels”. Facsimile copies of the bid will not be accepted.

Each bid must conform and be responsive to this Notice to Contractors, the Information for Bidders, and all other documents comprising the pertinent Contract Documents. Contractors interested in participating in this opportunity are encouraged to attend the Non-Mandatory Pre-bid meeting to be held at 3:30 p.m. on April 15, 2014 at Rice Elementary School, located at 915 Fourth Ave., Chula Vista, CA 91911.

In contracts involving expenditures in excess of $25,000.00, the successful bidder, shall file a payment bond issued by an admitted Surety authorized to conduct business in the State of California approved by the District in the form set forth in the Contract Documents. A payment bond may be required for contracts involving smaller expenditures at the option of the District.

All forms must be completed, signed, and returned with the bid. The Contract award will be based on the lowest responsive and responsible bidder. The lowest bid shall be the lowest total of the bid prices on the base contract as set forth in the bid form.

Minority, women, and disabled veteran contractors are encouraged to submit bids. This bid is not subject to Disabled Veteran Business Enterprise requirements.

This contract is subject to a Labor Compliance Program, as described in subdivision (b) of Section 1771.5 of the Labor Code. The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request. It shall be mandatory upon the bidder to whom the contract is awarded, and upon any subcontractor under him/her, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

Each bidder shall be a licensed contractor at the time the bid is submitted and throughout the duration of the project pursuant to the Business and Professions Code and shall be licensed in the following classification:

D34 - Prefabricated Equipment Contractor

No bidder may withdraw its bid for a period of sixty (60) calendar days after the date set for the receipt of bids.

The District reserves the right to reject any or all bids, to accept or reject any one or more items of a bid, or to waive any irregularities or informalities in the bid or in the bidding process.

The San Diego Workforce Partnership, Inc. (SDWP) is issuing this Request for Proposals (RFP) to those interested and qualified to provide monitoring services. SDWP is issuing an RFP for monitoring services to ensure compliance by SDWP, and its service providers, with all pertinent federal, state, and local laws and regulations, applicable administrative regulations, and the terms and conditions of contracts and/or service agreements, including, but not limited to, those funded through the Workforce Investment Act (WIA) and other employment and training grant programs. Monitoring covers all aspects of programmatic and fiscal activities, administrative systems, and management practices.

The purpose of this request is to procure a qualified provider for a three-year procurement period starting with an agreement for one year with the option to extend the agreement for two (2) additional one-year periods, based on need, performance, and funding availability. Respondents are invited to submit a proposal in accordance with the instructions indicated in the RFP. The RFP is available online, on SDWP’s website at

The Trustees of The California State University, through this Notice to Contractors, intend to contract with a highly qualified Contractor with expertise in the replacing / refurbishing portions of the campus underground high-pressure steam distribution system. Work includes new concrete steam manholes, and asbestos abatement requiring documentation, coordination of removal.

Estimated construction budget is: $3,000,000.00.
