Sealed bids will be received and publicly opened at the Metropolitan Wastewater Department, 9192 Topaz Way, San Diego, California until 1:30 p.m., on the 12th day of June 2003, for work pertaining to the Pt. Loma Wastewater Treatment Plant ? Digester S1 & S2 Upgrades; BID # K03103. The Bids will then be opened and read aloud that same day and time in conference room 1D of the Metropolitan Wastewater Department at said location.
OBTAINING CONTRACT DOCUMENTS: Contract Documents, Specifications and Plans may be obtained from the Records Management Unit of the Metropolitan Wastewater Department at the above address or by calling (858) 292-6493 upon a non-refundable payment of $50.00 (FIFTY Dollars) for each set of documents.
DESCRIPTION OF WORK:?
The WORK includes, but is not limited to, both demolition and new construction at the City of San Diego Metropolitan Wastewater Department=s Point Loma Wastewater Treatment Plant. The dismantling of two 120' diameter steel digester covers plus appurtenances inside the digester tanks; removal of pumps and compressors with related piping and electrical work; removal of miscellaneous equipment and utilities; all as shown and described in the Contract Documents. The new construction phase includes providing two new steel digester covers complete with all appurtenances; a complete gas mixing system for the two digesters including compressors, piping, controls and electrical; new pumps, heat exchangers, process piping, instrumentation and electrical for transferring and treating sludge; one new metal building enclosure for the compressors; and miscellaneous equipment and utilities as shown and described in the Contract Documents.
LOCATION OF WORK: The WORK is located at the Owner=s Pt. Loma Wastewater Treatment Plant, 1902 Gatchell Road, San Diego, Ca. 92106.
PRE-QUALIFICATION OF CONTRACTORS: As of February 1, 2003 Contractors who intend to bid on Public Works Projects over $250,000 for the City of San Diego must be pre-qualified. Bids from Contractors who have not been pre-qualified, and bids that exceed the maximum dollar amount at which Contractors are pre-qualified, will be deemed non-responsive and ineligible for award

CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California Law, the OWNER has determined that the CONTRACTOR shall possess a valid "Class A" license at the time that the bid is submitted. Failure to possess the specified license shall render the Bid as non-responsive and shall act as a bar to award of the Contract to any bidder not possessing said license at the time of bid.
SAN DIEGO LICENSE: All Contractors, including Subcontractors, not already having a City of San Diego license for the work contemplated will be required to secure the appropriate license from the City Treasurer, City Operations Building, Community Concourse, before a contract can be awarded.
BID SECURITY:? Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the total Bid Price payable to the City of San Diego as a guarantee that the Bidder: (1) will provide the information required within the time specified in the - BID FORMS of the package if the Bidder is the Apparent Low Bidder; and (2) will promptly execute the Agreement if its Bid is accepted. A bid shall not be considered unless one of the forms of Bidder's security is enclosed with it.
PHASE FUNDING: ?This Project will be phase funded. The Apparent Low Bidder will be required to provide a Pre-award Schedule in accordance with the Contract Documents.
STATE WATER RESOURCES CONTROL BOARD GRANT REQUIREMENTS: Any contract or contracts awarded under this invitation for bids MAY be funded in part by a loan from the STATE WATER RESOURCES CONTROL BOARD (State Revolving Fund) and subject to Federal Regulations as outlined in Section 00835 SUPPLEMENTARY GENERAL CONDITIONS -STATE WATER RESOURCES CONTROL BOARD REQUIREMENTS. Neither the United States, the State of California nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract.
STATE WAGE RATE DETERMINATION:? The general prevailing rate of wages, as determined by the Director of the California Department of Industrial Relations, are applicable to this contract as specified in Section 00820; SUPPLEMENTARY GENERAL CONDITIONS - CALIFORNIA STATE REQUIREMENTS which form part of the Contract Documents.
SECURITIES DEPOSIT IN LIEU OF RETENTION: Pursuant to Section 22300 of the Public Contract Code of the State of California, the Contractor has the option to deposit securities with an escrow agent as a substitute for retention earnings required to be withheld by this contract.
ACCEPTANCE OF BIDS: The City reserves the right to cancel this Notice Inviting Bids at any time, and further reserves the right to reject all submitted bids, without giving any reason for such action, at its sole discretion and without liability. All costs incurred by bidders as a result of preparing bids under this Notice Inviting Bids shall be the sole responsibility of each bidder. This Notice Inviting Bids creates or imposes no obligation upon the City to enter into a contract.

NOTICE IS HEREBY GIVEN, THAT THE City Council of the city of San Diego ("the City Council") and the Redevelopment Agency of the City of San Diego ("The Agency") will hold a joint public hearing on May 6, 2003 at the hour of 10:00 a.m., or as soon thereafter as the matter can be heard, in the City Council Chambers, 12th Floor of the City Administration Building at 202 C Street, San Diego, California, pursuant to California Community Redevelopment Law and Section 99 of the Charter of the City of San Diego, to consider adoption of resolutions relating to the approval of a Disposition and Development Agreement (DDA) for the Logan Avenue Revitalization Project. The DDA sets forth the conditions and procedures for the proposed project.
The proposed project is mixed use commercial retail and 156 units of affordable housing units locating in various non-contiguous parcels between the 2000-2400 blocks of Logan Avenue within the Barrio Logan Redevelopment Project Area. The mix of the housing units will be within the 60 and 50 percent of Area Median Income range. The units will be family oriented units consisting of one, two and three bedroom apartment units. The project development total is approximately $25,900,000.
The Final Environmental Impact Report prepared for the Barrio Logan Redevelopment Project Area has been reviewed and will be considered by the City Council and the Agency prior to approving the project. Other actions to be considered by the City Council and the Agency include: consenting the Agency to enter into a DDA; approving basic concept drawings; approving a DDA for the project.
The following documents are available for public inspection and copying during regular office hours (8:00 a.m. to 5:00 p.m., Monday through Friday) at the office of the Clerk of the Redevelopment Agency, 600 B Street, Fourth Floor, San Diego, California 92101 or at the office of the City Clerk, 202 C Street, Second Floor, San Diego, California, 92101:
1. A copy of the proposed Disposition and Development Agreement.
2. A copy of the Final environmental Impact Report for the Barrio Logan Redevelopment Project Area.
3. A summary report that describes and specifies certain economic terms and conditions of the proposed agreement.
At any time before the date and time set forth above for the public hearing by the Redevelopment Agency and the City Council, written comments on or objections to the proposed DDA may be filed with the City Clerk. Comments may also be submitted during such period on the other documents referred to in this Notice. All persons wishing to question, comment, object to, or be heard on such matters at the public hearing will be given an opportunity to appear and the so heard.
