On Tuesday, May 12, 2015 the Board of Port Commissioners of the San Diego Unified Port District will hold a public hearing on the following matter:

RATES AND HOURS AND DAYS OF OPERATION FOR TIDELANDS PUBLIC PARKING METERS FOR NORTH EMBARCADERO, TUNA HARBOR AND RUOCCO PARK PUBLIC PARKING LOTS, AUTHORIZATION OF MARKET-BASED PARKING RATES AT TIDELANDS PUBLIC PARKING LOTS AND THE PURCHASE OF SMART METERS AND SENSORS

A) PRESENTATION ON THE RESULTS OF THE TUNA HARBOR PUBLIC PARKING METER PILOT PROGRAM AND THE EMBARCADERO SMART METER TRIAL PROGRAM
B) RESOLUTION FINDING THE AMENDMENTS TO SAN DIEGO UNIFIED PORT DISTRICT (UPD) CODE, ARTICLE 8, SECTIONS 8.10 AND 8.14 TO ADD A NEW RATE RANGE FOR PARKING METERS LOCATED ALONG THE NORTH EMBARCADERO, TUNA HARBOR AND RUOCCO PARK PUBLIC PARKING LOTS ONLY, AND MODIFICATION OF HOURS AND DAYS OF OPERATION FOR TIDELANDS PUBLIC METERS IN THESE AREAS, THE RECISSION OF SAN DIEGO UNIFIED PORT DISTRICT (UPD) CODE ARTICLE 8, SECTION 8.21, AND THE ADOPTION OF ARTICLE 8, SECTION 8.21 AUTHORIZING THE EXECUTIVE DIRECTOR TO ESTABLISH MARKET-BASED PARKING RATES AT ALL TIDELANDS PUBLIC PARKING LOTS AND GARAGES WITHIN THE RANGE OF EXISTING PARKING RATES AND THE ISSUANCE OF NON-APPEALABLE COASTAL DEVELOPMENT PERMITS FOR THE SAME EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) AS SPECIFIED UNDER SECTION 15273 OF THE CEQA GUIDELINES
C) PUBLIC HEARING AND ORDINANCES AMENDING SAN DIEGO UNIFIED PORT DISTRICT (UPD) CODE, ARTICLE 8, SECTIONS 8.10 - PARKING METER RATES AND 8.14 - PARKING METERS - TIME OF OPERATION, TO ESTABLISH A RANGE OF RATES FROM $1.00 TO $2.50 PER HOUR FOR TIDELANDS PUBLIC PARKING METERS LOCATED ALONG THE NORTH EMBARCADERO, TUNA HARBOR AND RUOCCO PARK PUBLIC PARKING LOTS ONLY, INCLUDING MODIFICATION OF HOURS OF ENFORCEMENT TO 10:00 AM TO 8:00 PM, SEVEN DAYS PER WEEK FOR TIDELANDS PUBLIC METERS IN THESE AREAS ONLY
D) PUBLIC HEARING AND ORDINANCE RESCINDING SAN DIEGO UNIFIED PORT DISTRICT (UPD) CODE, ARTICLE 8, SECTION 8.21 - PARKING PILOT PROGRAM FOR TUNA HARBOR PUBLIC PARKING LOT AND ADOPTING SAN DIEGO UNIFIED PORT DISTRICT (UPD) CODE, ARTICLE 8, SECTION 8.21 - AUTHORIZING THE EXECUTIVE DIRECTOR TO ESTABLISH MARKET-BASED PARKING RATES AT ALL TIDELANDS PUBLIC PARKING LOTS AND GARAGES WITHIN THE RANGE OF EXISTING RATES
E) ORDINANCE AMENDING THE FISCAL YEAR 2014/2015 BUDGET BY TRANSFERRING $421,200 FROM THE PERSONNEL EXPENSE APPROPRIATION TO EQUIPMENT OUTLAY TO FUND THE PURCHASE OF 520 SMART METERS AND SENSORS FOR THE NORTH EMBARCADERO, TUNA HARBOR AND RUOCCO PARK PUBLIC PARKING LOTS, PURSUANT TO BOARD OF PORT COMMISSIONERS (BPC) POLICY NO. 90
F) ADOPT RESOLUTION AUTHORIZING ISSUANCE OF A NON-APPEALABLE COASTAL DEVELOPMENT PERMIT TO ADD A NEW RATE RANGE AND MODIFY HOURS AND DAYS OF OPERATION FOR PARKING METERS LOCATED ALONG THE NORTH EMBARCADERO, TUNA HARBOR AND RUOCCO PARK PARKING METERS AND THE PURCHASE OF 520 SMART METERS AND SENSORS
G) ADOPT RESOLUTION AUTHORIZING ISSUANCE OF A NON-APPEALABLE COASTAL DEVELOPMENT PERMIT TO AUTHORIZE THE EXECUTIVE DIRECTOR TO ESTABLISH MARKET-BASED PARKING RATES AT ALL TIDELANDS PUBLIC PARKING LOTS AND GARAGES WITHIN THE RANGE OF EXISTING PARKING RATES


Port District staff will present the following recommendations to the Board:

Amend the UPD Code Sections 8.10 and 8.14 to add a new range of rates from $1.00 to $2.50 per hour for parking meters and modification of hours of enforcement to 10:00 a.m. to 8:00 p.m. and days of operation to seven (7) days per week for tidelands public parking meters along the North Embarcadero, Tuna Harbor and Ruocco Park public parking lots only, and rescind current UPD Code Section 8.21 and adopt new UPD Code Section 8.21 to authorize the Executive Director to establish market-based parking rates for all tidelands public parking lots and garages within the range of existing rates. Also, staff will recommend: the purchase of 520 Smart Meters with sensors for the North Embarcadero, Tuna Harbor and Ruocco Park public parking lots; the issuance of a non-appealable coastal development permit to add a new rate range and modify hours and days of operation for parking meters located along the North Embarcadero, Tuna Harbor and Ruocco Park parking meters and the purchase of 520 smart meters and sensors; and the issuance of a non-appealable coastal development permit to authorize the Executive Director to establish market-based parking rates for all tidelands public parking lots and garages within the range of existing rates.

Public Hearing
The May 12, 2015 Board Meeting will be held at the Port of San Diego Administration Building, 3165 Pacific Highway, San Diego, California 92101, starting at 1:00 p.m.

Copies of the Agenda Item for the proposed Ordinances are available for review 72 hours prior to the meeting at the Port of San Diego Administration Building, Office of the District Clerk, 3165 Pacific Highway, San Diego, California 92101, Port administration offices are open Monday-Thursday and every other Friday from 8am-5pm or at www.portofsandiego.org.

Submittal of Comments
Persons not able to attend the Public Hearing or wishing to submit written comments for review by the Board are requested to submit them to the Real Estate Department. Written comments may be submitted by letter, fax or by e-mail and will become part of the record. Real Estate staff will give all written comments to the Board.

Hearing Procedures
Persons wishing to comment on this matter may also appear at the Public Hearing and/or may present comments in writing to the Board before the hearing date. All persons wishing to testify at the Public Hearing may submit a speaker's slip to the District Clerk.

PORT OF SAN DIEGO INSURANCE PROGRAM REVIEW

The San Diego Unified Port District is seeking a review of its current insurance program for the purpose of identifying possible gaps in coverage that have not been identified as well as new ideas, trends and products in insurance and risk financing that could be beneficial to the District's vast and varied operations. This information may be used in the development of a future Request for Proposal (RFP) to bid insurance brokerage services.

Deadline to submit a response is June 1, 2015, 2:00 p.m. The Request for Information can be downloaded from the District's website at http://vendors.planetbids.com/SDUPD/bidsearch4.cfm. For questions regarding this RFI should be directed the District's eBid System no later than May 14, 2015 by 2:00 p.m. All other inquires shall be directed to Carlos Santiago, Contracts Administrator, at 619-686-6235.
