NOTICE IS HEREBY GIVEN that the San Diego Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT, will receive up to, but not later than the 30th day of May, 2012, sealed bids for the contract award for Bid Package #17 - Landscape and Irrigation at the time specified below.

Bids shall be received in the office of the Owner in Suite 310 at the SAN DIEGO COMMUNITY COLLEGE DISTRICT, 3375 Camino del Rio, South, San Diego, California, 92108 and shall be opened and publicly read aloud in Suite 310 at 2:00PM.

Pre-Bid Requests for Information must be submitted on the appropriate forms prior to 12:00PM on Tuesday, May 22nd, 2012.

Each bid must conform and be responsive to the contract documents, which may be obtained on or after May 11th, 2012 from the Mayer Reprographics on-line plan room.

As a condition of bidding and in accordance with the provisions of Section 20651.5 of the California Public Code and Section 20101 of the California Local Agency Public Construction Act, the District is requiring prequalification of all contractors wishing to submit bids on bid packages that have an advertised estimate equal or greater than $500,000. Bids will not be accepted if a contractor has not been prequalified and is bidding on a bid package over the threshold of $500,000. The prequalification application can be obtained from the District's website at http://public.sdccdprops-n.com/Contractors/Pages/Prequalified.aspx. Bidders must submit this completed prequalification application to Gafcon via mail or hand delivery at the following address:

All potential prime trade contractors must meet the following prequalification standards
(1) Have an average Workers' Compensation Experience Modification Rate (EMR) of 1.00 or less over the last consecutive five (5) years or three (3) years, whichever is most beneficial to the Contractor.
(2) Have Zero (0) Serious and Willful violations against them in the past five (5) years.
(3) Provide evidence of an Injury and Illness Prevention Program (IIPP).
Failure to meet these minimum standards shall disqualify the bidder.

Each bid shall be accompanied by a Bid Bond or Cashier's Check, in the amount of 10% of the bid, a non-collusion affidavit, a list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.

In contracts involving expenditure in excess of $25,000.00, the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.*

The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. No bid will be considered which makes exceptions, changes, or in any manner makes reservations to the terms of the Contract Documents.

The lowest responsive bid will be determined solely on the lowest base contract bid. Even if alternate bids are sought by the District, the lowest responsive bid will be based solely on the lowest base contract bid.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the San Diego Community College District, Facilities Management, 3375 Camino del Rio, South, Suite 310, San Diego, California, 92108 or from www.dir.ca.gov/DLSR/PWD .

It shall be mandatory upon the Trade Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

Labor Compliance Program: The Trade Contractor and every subcontractor that is listed in the bid documents shall be required to comply with the District's Labor Compliance Program.

Each bidder and its subcontractors or lower tier contractors shall be a licensed contractor pursuant to the California Contractors License Law required for the performance of work in the appropriate classification(s) of contractor's license(s) for the work bid upon, and must maintain the license(s) throughout the duration of the Contract.

No bidder may withdraw his bid for a period of NINETY (90) days after the date set for the opening of bids.
