SUMMARY OF SAN DIEGO COUNTY WATER AUTHORITY
ORDINANCE NO. 2005-01
AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN DIEGO
COUNTY WATER AUTHORITY AMENDING ARTICLE 2, CHAPTER 2.16 OF THE ADMINISTRATIVE CODE BY THE AMENDMENT OF SECTIONS 2.16.020 AND 2.16.040 RELATING TO PERSONNEL, AND ARTICLE 4, CHAPTER 4.04 BY THE AMENDMENT OF SECTIONS 4.04.020 AND 4.04.160 RELATING TO
PROCUREMENT OF GOODS AND SERVICES
Chapter 2.16 of the Administrative Code governs the Water AuthorityÕs personnel system. Ordinance No. 2005-01 makes technical amendments to conform the chapter to changes in employment positions and standing committee designations made since the chapter was initially adopted. The ordinance also corrects an inadvertent omission of a position at the time the chapter was initially adopted.
Chapter 4.04 of the Administrative Code governs Water Authority procurement of goods and services. Ordinance No. 2005-1 makes amendments with respect to procurement of professional services, particularly with respect to the use of contractor qualification lists. It also adds a provision authorizing the General Manager to enter into contracts for utilities and utility services.
The proposed amendment is intended as a clean-up measure to clarify the procurement process, particularly with respect to the use of lists of qualified contractors, the development of short lists and the use of rotational as-needed lists, consistent with existing Water Authority practices. Prior to adoption of Ordinance No. 2005-01, Section 4.04.160 established different procurement requirements for contracts with a value of $10,000 or less, greater than $10,000 and not more than $50,000, and over $50,000. The amendments clarify the procedures within each category. The ordinance also reorganizes the section into a more logical sequence.
The Board of Directors of the San Diego County Water Authority does ordain as follows:
1. Article 2, Chapter 2.00 of the Administrative Code is amended by the amendment of Sections 2.16.020 and 2.16.040 to read as shown on Attachment A.
2. Article 4, Chapter 4.04 of the Administrative Code is amended by the amendment of Sections 4.04.020 and 4.04.160 to read as shown on Attachment B.
3. This ordinance shall be effective upon adoption.
4. The Clerk of the Board shall publish this ordinance or a summary prepared by the General Counsel pursuant to Section 1.00.040 of the Administrative Code.
5. The strike-through and underlined italicized text within the sections shown on Attachments A and B of this ordinance is intended solely to highlight within this ordinance deleted or added text.

The County of San Diego, Owner, invites sealed bids for construction of Woodside Avenue Water Quality Basin, Oracle Project No. 1005908, ARMS Activity No. FC4401, (RFB 706).
Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on June 2, 2005, at which time they will be publicly opened and read aloud. Work to be Done consists in general of constructing a permanent water quality control basin. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor or C-12, Earthwork and Paving Contractor. The cost of construction is estimated to be from $600,000.00 to $650,000.00.
