NOTICE IS HEREBY GIVEN that Palomar Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT will receive up to, but not later than 3:00 p.m., on the 19th day of May, 2008, sealed bids for the award of a contract for:

Asbestos Removal Project
These projects are to remove asbestos containing floor tile and/or asbestos containing mastic and asbestos containing ceiling texture from existing known locations and obtain air clearance prior to the reinstallation of flooring and ceiling surfaces. This is regarded as a performance based specification and does not specify quantities or exact means and methods to remove the designated asbestos materials. The contractor is expected to follow in detail the requirements for protection of building components, controlling the migration of airborne contaminants, packaging and transportation of waste materials. The work involves selected areas where asbestos containing materials have been identified, presumed or assumed. In non-asbestos containing flooring tiles, or carpet having asbestos containing floor tile or mastic under them, will be considered asbestos contaminated and will be removed and disposed of in the same manner as all other regulated materials.
Bids shall be received in the office of Contract Services (Room A-10) of Owner at 1140 West Mission Road, San Marcos, CA 92069, and shall be opened and publicly read aloud at the above-stated time and place.
A mandatory pre-bid conference shall be held on May 13, 2008 at 11:15 a.m. at the RS-Bldg., Room 5, on the San Marcos campus, 1140 West Mission Road, San Marcos, CA 92069. Any bid submitted by a Bidder who does not attend the mandatory pre-bid conference shall be considered a non-responsive bid.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification of contractor's license, for the work bid upon, and must maintain the license throughout the duration of the Contract: ASB - Asbestos Certification

Each bid shall conform and be responsive to the bid plans, specifications and bid documents. Each bid submittal shall be accompanied by bid security in the form of cash, cashier's check, certified check, or bidder's bond executed by an admitted surety insurer, and made payable to the Palomar Community College District, in the face amount of ten percent (10%) of the contract amount.
Pursuant to Public Contract Code Section 10126 (c) (2) the District declares that the following method shall be used to determine the lowest, responsive bidder on the project: lowest, total bid for the combined total of Bid Items # 1, #2 and #3.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are available online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder, and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.
The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety company that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure section 995.120, and is authorized by the State of California, and all documents required by Code of Civil Procedure section 995.660, to the extent required by law.
Pursuant to the provisions of Public Contract Code section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract. At the request and expense of the successful bidder, securities equivalent to any amount withheld shall be deposited at the discretion of District, with either District or a state or federally chartered bank, as the escrow agent, who shall then pay any funds otherwise subject to retention to the successful bidder. Upon satisfactory completion of the Contract, the securities shall be returned to the successful bidder.
All bidders shall agree to obtain and maintain in full effect all required insurance with limits not less than the amounts indicated. Bidders who fail to comply with the insurance requirements of this contract may have their bids rejected as non-responsive at the election of the District.
The District reserves the right to reject any or all bids, to accept or to reject any one or more items on a bid, or to waive any irregularities or informalities in the bids or in the bidding process.
No bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening of bids.

GROSSMONT UNION HIGH SCHOOL DISTRICT
NOTICE TO CONTRACTORS CALLING FOR BIDS

NOTICE IS HEREBY GIVEN that the Grossmont Union High School District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT will receive up to, but not later than 3:00 o'clock p.m. of the 27th day of May, 2008, sealed bids for the award of a contract for the Resurfacing of Gymnasium Floors at El Capitan and Steele Canyon High Schools, Bid No. GU-08.01.FLRS.3.
Bids shall be received in the Bond Trailer of the Grossmont Union High School District located at 9600 Milden Street, La Mesa, CA 91944 and shall be opened and publicly read aloud at the above-stated time and place.
Each bid must conform and be responsive to the contract documents, copies of which are now on file and may be obtained after May 13, 2008, at the Grossmont Union High School District Bond Trailer, 9600 Milden Street, La Mesa, CA 91942. Call 619-644-8142 for availability of plans.
Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
In contracts involving an expenditure in excess of $25,000, the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The lowest bid shall be the lowest total of the bid prices on the base contract as set forth in the bid form.

Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification: C-15-Floor & Floor Covering Contractor.
A mandatory pre-bid conference and site walk will be held on May 23, 2008, at 11:30 a.m. in the Bond Trailer, Conf. Room 3, 9600 Milden Street, La Mesa, CA 91944 for the purpose of acquainting all prospective bidders with the bid documents and the work site. Late arrivals will not be admitted.
*A payment bond must be filed for a contract involving an expenditure in excess of $25,000 (Civil code section 3247 (a)) and may be required for contracts involving smaller expenditures at the option of the District.
