The County of San Diego, Owner, invites bids for REPLACEMENT OF GUARDRAIL END SECTIONS AND INSTALLATION OF NEW GUARDRAILS AT VARIOUS LOCATIONS; ORACLE PROJECT NO. 1015868; BID No. 5584.

Sealed bids will be received at the Office of Purchasing and Contracting, at 10089 Willow Creek Rd, Ste. 150, San Diego, 92131, until 2:00 PM on June 12, 2012, at which time they will be publicly opened and read aloud. Contract documents including Plans, Specifications and Bid Forms are available for download on the County Buynet site: http://buynet.sdcounty.ca.gov.You must be registered at the site in order to download documents. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, or Classification C-13, Fencing Contractor. The cost of construction is estimated to be from $300,000.00 to $340,000.00. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. Prevailing Wage rates apply. The Owner, as a matter of policy, encourages Disabled Veterans Business Enterprise (DVBE) participation for this project. NOTICE INVITING BIDS

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 11:00 A.M. on June 15, 2012 for:

Project No. 104145 - Relocate Lot 6 Employee Parking
Spec. No. 4145- Drawing No. 4145
SAN DIEGO INTERNATIONAL AIRPORT
SAN DIEGO, CALIFORNIA

All questions shall be in writing and shall be directed towards the Contracts Representative. Questions will be received until 5:00 P.M. on June 8, 2012. The work includes grading, placement of aggregate base and hot mix asphalt pavement, installation of light poles, footings, fences, Employee Access Control system equipment, security cameras, and installation of storm drain pipes, structures, and a Stormwater Treatment Diversion vault.

The magnitude of this work is in the range of $4,700,000.00. The bidder must possess a valid California State Contractors License, classification A (General Engineering Contractor) at the time the contract is submitted.

Bids will be opened in public immediately following the time for receipt referenced above, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.

A pre-bid conference will be conducted at 1:00 P.M. on May 22, 2012, in the PSA Conference Room at the San Diego International Airport, 2320 Stillwater Road, San Diego, California. At the end of the conference, attendees will be escorted to the job site. The Airport Authority's representative will be present at the pre-bid conference to receive questions. The job site visit will be the only job site tour given for the project. There will be no additional opportunities for future site visits thereafter.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.

It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.

Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.

A Notification Regarding Environmental Conditions has been included as Appendix 6 in the project specifications. This notification will serve as the Airport Authority's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.

In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
