PROGRAM (WPP) WATER QUALITY /QUANTITY PROJECT SERVICES
The County of San Diego Department of Public Works invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide Water Quality/Quantity Project Services on an as-needed basis for the County of San Diego. Consultant must demonstrate expertise in developing a Nutrient Reduction Management Plan, siting locations, obtaining required permits and installing equipment for water quality and water quantity stations, conducting water quality sampling, evaluating water quality and water quantity data and providing recommendations, conducting field bioassessment for microinvertebrates, conducting technical reviews of regulatory documents and providing analysis, conducting modeling of water quality and quantity data, and other as-needed tasks related to water quality or water quantity. Two contracts are to be awarded for an amount not to exceed $1,000,000 each over a term of 3 to 5 years. Consultant services will be awarded by Qualification Based Selection. Contract award is projected for July 2008. Public Disclosure of Gifts and Campaign Contributions is required for contract award. SOQs must be received by 2:00 p.m. on Wednesday, May 28, 2008

NOTICE OF PRELIMINARY DECISION BY THE SAN DIEGO
COUNTY AIR POLLUTION CONTROL DISTRICT
TO ISSUE AN INITIAL FEDERAL TITLE V OPERATING PERMIT
Notice is hereby given that, in accordance with Regulation XIV Title V Operating Permits, of the San Diego County Air Pollution Control Districts Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to take action on Application No. 984123 by issuing an initial federal Title V Operating Permit. The Title V Operating Permit will be issued to San Diego Gas and Electric Company, for an electrical power generation facility located at 6875 Consolidated Way, San Diego, California.
The proposed Title V Operating Permit incorporates conditions necessary to ensure compliance with all applicable federal and District requirements. The facility is currently operating in compliance with District requirements.
The District is seeking comments on this proposed Title V Operating Permit. Written comments concerning the Districts proposed action may be submitted for a period of 30-days, commencing on May 21, 2008, and ending on June 19, 2008. Please direct your comments to the attention of Stan Romelczyk, Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131-1649. Documents relating to the proposed action are available for public review at this address.
