As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer of Civic San Diego (CivicSD) will hold a hearing to approve, conditionally approve or deny an application for a Conditional Use Permit/Neighborhood Use Permit No. 2012-71 (Process Three) to allow a restaurant and brewery with live entertainment, off-site alcohol sales, an expansion of a previously conforming structure and outdoor use areas for Half Door Brewing Company to be located at 903 through 915 Island Avenue in the East Village Neighborhood of the Downtown Community Plan Area.
The decision of the CivicSD Hearing Officer is final unless appealed to the CivicSD Board of Directors. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. The appeal application may be obtained at the CivicSD Planning Department, 401 B Street, Suite 400, San Diego, California, 92101. The appeal must be made within ten (10)
business days of the Hearing Officer's decision. If the Hearing Officer decision is appealed, the decision made by the CivicSD Board of Directors is the final decision.
This activity is covered under the Final Environmental Impact Report (FEIR) for the San Diego Downtown Community Plan, Centre City Planned District Ordinance, and 10th Amendment to the Centre City Redevelopment Plan, certified by the City Council and the Former Redevelopment Agency (Former Agency) on March 14, 2006 (Resolution R-301265 and R-04001, respectively) and subsequent addenda to the FEIR. The FEIR is a Program EIR prepared in compliance with California Environmental Quality Act (CEQA) Guidelines Section 15168. CivicSD staff has concluded that the expansion of a previously conforming structure for a restaurant and brewery with live entertainment, outdoor dining areas and a sidewalk café is within the scope of the development program described in the FEIR and that the environmental impacts were adequately addressed in the FEIR; therefore, no further environmental documentation is required under CEQA.
If you wish to challenge either CivicSD's or the City's action on the above proceeding in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written correspondence to CivicSD at or before the public hearing.
