CONDITION ASSESSMENT 2012-2015  (H125782)

The City of San Diego (City) is requesting proposals from highly qualified civil engineering firms for As-Needed Consultant Services for Wastewater Facilities Condition Assessment 2012-2015  (H125782).

It is the policy of the City to provide equal opportunity in its civil engineering services contracts. Toward this end, proposals from small local businesses, disadvantaged businesses and disabled veteran, women and minority owned businesses are strongly encouraged. Prime consultants are encouraged to provide subconsultant opportunities or joint venture with these firms. This project has a voluntary Small Local Business Enterprises (SLBE) / Emerging Local Business Enterprises (ELBE) Participation Level (SLBE/ELBE) goal of 20%. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.

Proposals are due no later than 5:00 p.m. Friday, June 29, 2012, at the location stated in the RFP. This RFP does not commit the City to award a contract or to defray any costs incurred in the preparation of a proposal pursuant to this RFP. The City reserves the right to accept or reject any or all proposals received as a result of this RFP. The City also reserves the right to revise this RFP, including but not limited to the pre-proposal meeting date and the proposal due date. If the City revises the RFP, all RFP holders of record will be notified in writing by the City.


The City of San Diego (City) has a need for professional engineering consultant services on an as-needed basis to provide condition assessment of wastewater facilities including large-diameter pipelines (interceptors, outfalls, trunk sewers and force mains up to approximately 144-inches in diameter as well as joint structures and manholes) and perform pump assessments at the large Metro pump stations. The objectives of pipeline condition assessment include identification, evaluation and documentation of the structural integrity, liner integrity, and other localized defects which affect the serviceability and reliability of the pipeline.  The as-needed consultant must be capable of providing field services to facilitiate internal and external condition assessment of wastewater pipelines.  The Consultant must also prepare condition assessment reports documenting the condition of the pipelines by interperting inspection results, and provide pre-design reports and 100% design document to facilitate rehabilitation.   The main objective of pump assessments is to determine and identify pumps physical condition, functionality, reliability, capacity and deficiencies.   As a requirement, the consultant must be able to perform work in the following areas: Soil and Geotechnical Engineering, Traffic Engineering, Wastewaer Engineering, Survey Engineering, Civil Engineering, Cost Estimating, Mechanical Engineering, Corrosion Engineering, Constuction Management, Construction, Permitting, Environmental Services and GIS Services.   The scope of services will be established by the City on an as-needed basis and presented to the Consultant as an individual "Task Order."
