The City of San Diego (City) is seeking the services of a highly qualified Construction Management Firm (CM) for the expansion of the San Diego Convention Center located at 111 West Harbor Drive, San Diego, California.  The City intends to engage a selected CM firm to provide Limited Pre-Construction Services with the option of CM-At-Risk (CMar) Construction Services.

The City is actively looking for opportunities to use alternative and innovative contracting to maximize quality, safety, and deliverables while providing opportunity for innovation in design and construction methods.   The City envisions that the use of a CMar contractor will provide advantages derived from the experience of a well seasoned construction management firm.  The expectation is that the CMar contractor will provide construction input during the design process to increase the opportunities of successfully completing the complex and unique construction requirements of this project.

Purpose


Provide pre-construction services for cost estimating, value engineering participation & support, and constructability review services during the Schematic Design & Preliminary Design phase. The CMar will participate with the A/E and the City in the development of an execution plan to define the scope of project construction. The City’s approach to managing its Capital Improvement Program Projects is through the use of the traditional design-bid-build or Design/Build processes. These processes work well on conventional Public Works projects where there is significant prior experience and expertise. Many of these projects do not have challenges that require innovative approaches to the design and construction phases. The Convention Center Expansion project will require reliable cost control during its early development process and alternatives that can help contain costs.

The proposed CMar method of contracting will place the responsibility of developing and integrating this project under a collaborative team that will include a single General Contractor. This approach will provide deliverables with accurate function and quality, provide efficient project scheduling, coordination, and collaboration which will result in cost and time savings.

The CMar firm will provide advisory professional management assistance prior to construction (design phase services). The CMar will have the latitude to recommend and implement design changes, provided a benefit is recognized.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN DIEGO DECLARING ITS INTENTION TO DESIGNATE AN AREA OF BENEFIT IN PACIFIC HIGHLANDS RANCH TO FINANCE THE COST OF PUBLIC FACILITIES PROJECTS AND SETTING THE TIME AND PLACE FOR HOLDING A PUBLIC HEARING THEREON.

WHEREAS, the Council of the City of San Diego desires to initiate proceedings for the designation of a facilities benefit assessment area of benefit in Pacific Highlands Ranch pursuant to San Diego Municipal Code section 61.2200 et seq., which area of benefit will specially benefit from the acquisition, improvement and construction of certain public improvements more particularly identified and described in the document titled, “Pacific Highlands Ranch Public Facilities Financing Plan and Facilities Benefit Assessment, Fiscal Year 2013” (Financing Plan) on file in the Office of the City Clerk as Document No. RR-307364; and
WHEREAS, the specific public facilities projects, the cost of which is proposed to be charged to the properties located within the area of benefit, are identified in the Financing Plan; and
WHEREAS, a capital improvement program with respect to the public facilities projects is included in the Financing Plan; and
WHEREAS, the proposed boundaries of the facilities benefit assessment area of benefit are shown in the Financing Plan; and
WHEREAS, the method pursuant to which the cost of the public facilities projects are to be apportioned among the parcels within the facilities benefit assessment area of benefit and the estimated amount of the facilities benefit assessments which will be charged to each such parcel is contained in the Financing Plan; and
WHEREAS, the Council has determined that it is necessary to provide for 4 percent annual automatic increases through Fiscal Year 2018 and 1 percent thereafter in the amount of facilities benefit assessments for landowners who have not paid their facilities benefit assessments without the necessity for further proceedings pursuant to San Diego Municipal Code section 61.2212 in order to reflect increases in the cost of money during the period between the imposition of the facilities benefit assessment, the payment of facilities benefit assessments and completion of the public facilities projects. The annual automatic increase is based on the March to March Construction Cost Index for San Diego/Los Angeles and the August to August Consumer Price Index for San Diego; and
WHEREAS, the amount of contribution or advance which the City or other public entity will make toward the total cost of the public facilities projects is set forth in the Financing Plan; NOW, THEREFORE,
BE IT RESOLVED, by the Council of the City of San Diego, as follows:
1. That the foregoing recitals are true and correct and incorporated fully herein by this reference.
2. Pursuant to San Diego Municipal Code section 61.2200 et seq., the Council declares its intention to designate an area of benefit within Pacific Highlands Ranch to finance the cost of the public facilities projects identified in the Financing Plan, which is incorporated into this Resolution by reference.
3. The Council shall hold a public hearing to consider the designation of the area of benefit as proposed in this Resolution at 10 a.m., or as soon thereafter as the matter may be heard, on June 12, 2012, at the Council Chambers, 12th Floor, City Administration Building, 202 C Street, San Diego, California.
4. The City Clerk is authorized and directed to give notice of the public hearing described in paragraph 3 of this Resolution by publishing this Resolution in the San Diego Daily Transcript at least two weeks before the date set forth herein and by mailing copies of this Resolution to each owner of property located within the proposed area of benefit at the addresses shown on the last equalized property tax assessment roll, or as otherwise known to the City Clerk pursuant to San Diego Municipal Code section 61.2205.

Matter of approving, conditionally approving, modifying or denying an application to vacate a portion of slope easements located north and south of Calle Cristobal and east and west of Camino Santa Fe, being described as Crescent Heights Slope Easement Vacation No. 258126, within the Mira Mesa Community Plan in Council District 5. The combined area of the easement vacation is 6.879 acres. This is a summary vacation process in accordance with the California Streets and Highways Code. The Planning Commission is not required to make a recommendation of this action.

This is the City of San Diego’s (City) first step (in a 1-step process) in the selection process to provide Design-Build services for the Pioneer Park and Comfort Station ADA Upgrades Design-Build Contract (Project).  The Design-Builders shall disregard references to RFQ and SOQ documents in this RFP.
 
DESCRIPTION OF WORK: 
Work and Services required of the Design-Builder include those during design, construction, of the Project. The Design-Builder shall provide all management, supervision, labor, services, equipment, tools, supplies, temporary facilities, and any other item of every kind and description required for the complete design and construction of the Project, as described in Attachment A.
 
LICENSE CLASSIFICATION:  
In accordance with the provisions of California Law, the successful construction entity must possess a valid Class “B” license at the time that a proposal is ultimately submitted for this project. In addition, all contractors, including subcontractors will be required to secure a City of San Diego license for the work contemplated.
