A draft Mitigated Negative Declaration (MND) has been prepared by the City of San Diego Land Development Review Division for the project listed below. Written comments regarding the adequacy of this Draft MND must be received by the office of the Land Development Review Division by June 23, 2003, and should be sent to Nicole McGinnis at the address below. A final environmental report incorporating public input will then be prepared for consideration by decision-making authorities. This notice will be published in the SAN DIEGO DAILY TRANSCRIPT and distributed on May 23, 2003.

SANTALUZ SEGMENT 4A RECLAIMED WATER LINE AND PRESSURE REDUCING STATIONS: SITE DEVELOPMENT PERMIT for Capital Improvements Project (CIP) No. 709559 for the installation of approximately 1,150 feet of new reclaimed water pipeline and two pressure reducing stations. The project area for the Segment 4A reclaimed water line and 24-foot wide access road encompasses a linear corridor within dedicated open space of approximately 1,150 feet, within the City of San Diego Multi Habitat Planning Area, in the Santaluz development, north of the proposed residential street Run of the Knolls, between Units 1 and 5, and along the east side of Unit 1 to Camino Ruiz, Black Mountain Ranch in the City of San Diego, California. The project would provide reclaimed water for irrigation of the Santaluz development. The Carmel Valley Road pressure reducing station would be located adjacent to and northwest of Carmel Valley Road, approximately 1,200 feet southwest of the intersection with Black Mountain Road. The San Dieguito Road pressure reducing station would be located within the road right-of-way immediately east of the western boundary of the Santaluz development. This recommended finding that the project will have significant effects on the environment is based on an Environmental Initial Study conducted by the City. The draft MND concludes that the project could result in significant impacts in the following areas: biological resources, historical resources and paleontological resources. As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Map Waiver to waive the requirements for a Tentative Map for 113 residential and 2 commercial condominium units on a 0.46 acre site. NOTICE IS HEREBY GIVEN that the San Diego City Council is scheduled to hold a public hearing on Tuesday, June 10, 2003 at the hour of 10:00 A.M. or as soon thereafter as the matter can be heard, in Council Chambers, 12th Floor, City Administration Building, 202 ?C? Street, San Diego, California, for the purpose of consideration of revision of Old San Diego Development Impact Fees. Consideration of this matter will include:
1. Approving, denying or amending the Old San Diego Public Facilities Financing Plan; and
