The owner of the Project is expected to be the COMM 22 Senior Housing LP (“COMM 22”) to be formed by the COMM 22 Housing GP, LLC (“COMM 22 GP”) as COMM 22's initial General Partner. COMM 22 GP is comprised of Bridge Housing Corporation Southern California and the Metropolitan Area Advisory Committee on Anti-Poverty of San Diego County Inc. The manager of the Project is expected to be Bridge Property Management Company. It is expected that all but one of the units in the Project will be income and rent restricted, and will be occupied by low-income or very low-income tenants at affordable rents.

PUBLIC NOTICE OF DISPOSITION OF COLLATERAL

PLEASE TAKE NOTICE that the FEDERAL DEPOSIT OF INSURANCE CORPORATION as Receiver of La Jolla Bank, FSB (“Secured Party”) will sell property pursuant to and in compliance with, California Commercial Code § 9611, by public auction at 743 El Cajon Boulevard, El Cajon, CA 92020 on Monday, June 4, 2012, at 10:00 AM. You are hereby notified of the existence of this sale.
The property to be sold are assets of Marchmont, LLC, a California limited liability company (“Debtor”) and includes:
Promissory Note from Victorville 244 Lots, LLC, a California limited liability company (“Victorville”) dated May 21, 2004, with an original principal amount of Two Million Six Hundred Thousand Dollars ($2,600,000) and associated loan documents (hereinafter referred to as “Property”).
The Property is collateral under a Commercial Security Agreement dated March 28, 2008, executed by Debtor in favor of La Jolla Bank, FSB (“LJB”) and acquired by Secured Party through the receivership of LJB. On February 19, 2010, LJB was closed by the Office of Thrift Supervision and the Secured Party was appointed as receiver of LJB. Pursuant to 12 U.S.C. § 1821(d)(2)(A)(i) (the Federal Deposit Insurance Act), the Secured Party succeeded to “all rights, titles, powers, and privileges” of LJB.
The sale of the Property by Secured Party is a result of Debtor's failure to pay its indebtedness to Secured Party and to perform all other obligations as required under the terms of the Commercial Security Agreement and certain other documents evidencing the obligation.
Secured Party has the right to postpone the sale by public announcement at the time and place scheduled for the sale.
The sale will be for cash or cashier's check only made payable to “KEYBANK REAL ESTATE CAPITAL”.
The sale will be on an “as is, where is” basis and without representation or warranty, express or implied, of any kind, including the quality design, merchantability, suitability or fitness for any particular purpose of the property.
Secured Party has the right to buy at the sale.

NOTICE IS HEREBY GIVEN that the San Diego Association of Governments
(SANDAG) Board of Directors has authorized release of the “Draft Proposed Triennial Goals for the Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) Overall Disadvantaged Business Enterprise (DBE) Goal-Setting Methodology for Federal Fiscal Years (FFYs) 2013-2015” for release to the public for a 45-day comment period. SANDAG currently proposes an FTA DBE overall goal of 6.5 percent and an FHWA overall goal of 6.6 percent for the FFYs 2013-2015 goal period. The DBE goal would be applicable to FTA/FHWA-assisted contracts scheduled to be solicited and awarded during the period of October 1, 2012, through September 30, 2015. SANDAG currently proposes to meet 3.15 percent of its overall goal utilizing race-neutral measures in accordance with Title 49 CFR Part 26.51, and 3.35 percent of its overall goal utilizing race-conscious measures for FTA-assisted contracts. For FHWA-assisted contracts, SANDAG currently proposes to meet 3.5 percent of its overall goal utilizing race-neutral measures, and 3.1 percent of its overall goal utilizing race-conscious measures. Upon completion of the 45-day public comment period for the proposed FTA and FHWA DBE goal-setting methodology, SANDAG staff will present all comments to the Board of Directors and request final approval of the DBE Overall Goals and Methodology.
