. Bids received after this time will be returned unopened. Bids shall be valid for 90 calendar days after the bid opening date.

Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price.
A Pre-Bid Conference will not be held for this project. Prospective bidders may contact James Beard, Director, Facilities, Maintenance & Operations, (619) 588-3023, to make arrangements to visit the sites to become acquainted with the work sites for the projects.
Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion declaration, the list of proposed subcontractors, and all additional documentation required by the bid documents.
The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract, regardless of the contract amount. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California with a rating of A++, A+, A, or no less than A-.
Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor's license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: C-7 Low Voltage or C-10 Electrical.
Pursuant to Public Contract Code Section 3400(b), if the District has made any findings designating certain materials, products, things, or services by specific brand or trade name, such findings and the materials, products, things, or services and their specific brand or trade names will be set forth in the Project Specifications.
Minority, women, and disabled veteran (DVBE) contractors are encouraged to submit bids and bidders are encouraged to make a good faith effort to contact and utilize DVBE subcontractors and suppliers, providing documentation with their bid.
Award of Contract: The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.

NOTICE TO BIDDERS
The City Council of the City of National City invites sealed bids for performing the COMMUNITY CORRIDOR IMPROVEMENTS PROJECT
, Engineering Department Specification No. 12-05
Bid Opening will take place at 2:00 p.m. on July 2, 2013 in the Large Conference Room, 2nd Floor National City Civic Center, 1243 National City Blvd., National City, California, 91950.
The project proposes to the following improvements to three (3) important Community Corridors in National City:
4th Street: The Project will provide roughly 2.0 miles of Class II bicycles facilities, including bicycle detector loops and bicycle boxes. The project will include installation of high-visibility crosswalks, curb extensions, pedestrian refuge islands and restriping to include reverse angle parking and decreased lane widths.
Coolidge Avenue: The project will implement pedestrian enhancement and traffic calming measures along the corridor. The project will install new sidewalks, ADA curb ramps, curb extensions, crosswalks, a raised speed table, signing and striping, landscape/hardscape, and lighting enhancements. Similar improvements will be implemented along portions of 18th Street.
D Avenue: The project will provide roughly 2.5 miles of Class II and III bicycle facilities, including bicycle detector loops and bicycle boxes at signalized intersections. The project will include installation of high-visibility crosswalks, a roundabout, curb extensions, pedestrian refuge islands, landscaping, lighting enhancements and re-striping to include reverse angle parking and decreased land widths. Project will extend the entire length of D Avenue, including portions of 30th Street and Hoover Avenue. All sealed bid proposals must be received by the Office of the City Clerk located in City Hall, 1243 National City Boulevard, National City, California, 91950, prior to the bid closing time of 2:00 p.m. on July 2, 2013, using the date stamp located in the City Clerks office.
The Contract Documents may be inspected in the office of the City Engineer, located in City Hall at 1243 National City Boulevard, National City, California, 91950, Telephone Number (619) 336-4380, Fax Number (619) 336-4397. A Compact Disc (CD) or Digital Videodisc (DVD) copy of the bid package may be obtained at that location upon payment of a non-refundable fee of $5 for each disc. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at City of National City at 1243 National City Boulevard, National City, California, 91950, and available from the California Department of Industrial Relations' Internet web site at http://www.dir.ca.gov/DLSR/PWD. This is a prevailing wage project under the laws of the Federal Davis-Bacon Act.
The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the Special Provisions that may be examined at the offices described above where project plans, special provisions, and bid forms may be seen. Attention also directed to the Federal minimum wage rate requirements available online at http://www.wdol.gov/. Addenda to modify the Federal minimum wage rates will be issued, if necessary.
The U.S. Department of Transportation (DOT) provides a toll-free hotline service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 a.m. and 5:00 p.m., Eastern Time, Telephone No. 1-800-424-9071.
