The City of San Diego Land Development Review Division has prepared a draft Addendum o Environmental Impact Report (EIR No. 94-0070) for the following project and is inviting your comments regarding the adequacy of the document. Your comments must be received by June 13, 2005 to be included in the final document considered by the decision-making authorities. Subject: SAN PASQUAL VALLEY VISION PLAN AMENDMENT AND REZONE. APPROVAL OF PLAN AMENDMENT AND REZONE to implement the San Pasqual Vision Plan by further restricting future commercial uses allowed by the agricultural zone within the valley. This proposed project implements the adopted vision by preserving San Pasqual Valley's significant agricultural areas, sensitive native habitats and unique scenic qualities. San Diego's remaining natural and cultural heritage which still exist within this Valley are proposed to be preserved. Significant biological and cultural resources would be protected and properly managed; quality of the groundwater basin would be ensured; appropriate agricultural activities would continue to be facilitated, and compatible, passive recreational uses would be allowed to develop. This proposed project would reinforce the goals of both the General Plan and the San Pasqual Valley Community Plan, which previously identified the San Pasqual Valley as an agricultural preserve with significant open space values. The Valley is located 26 miles north of downtown San Diego, and extends from Lake Hodges bisected by I-15, eastward to Cleavenger Canyon at the narrow, eastern reach of the San Pasqual Valley as formed by the San Dieguito River. It is bounded on the north by the City of Escondido, south by the City of Poway, and east by unincorporated community of Ramona. The site is not included on any Government Code Listing of hazardous waste sites.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Coastal Development Permit and Map Waiver (Process 3) to convert two existing residential units into condominiums on a 0.11-acre site and to waive the requirement to underground existing overhead utilities. The property is located at 1942 and 1944 Reed Avenue in the RM-1-1 Zone within the Pacific Beach Community Plan, Council District 2.
Should the condominium conversion project be approved, tenants may be required to vacate the premises. No units may be sold in this building unless the conversion is approved by the city and until after a public report is issued by the Department of Real Estate. Each tenant has the exclusive right to contract for the purchase of his or her respective unit upon the same terms and conditions that such unit will be initially offered to the general public or terms more favorable to the tenant. The right shall run for a period of not less than 90 days from the date of issuance of the subdivision public report pursuant to Section 11018.2 of the Business and Professions Code, unless the tenant gives prior written notice of his or her intention not to exercise the right.
If you are an existing tenant within this project, you may have rights to certain benefits as outlined in San Diego Municipal Code Section 144.0503. The appeal must be made within 10 working days of the Hearing Officer's decision.
The certification of an Environmental Impact Report, adoption of a Mitigated Negative Declaration or Negative Declaration, or determination that the project is exempt from the California Environmental Quality may be appealed to the City Council after all other appeal rights have been exhausted.
