An application by Todd Hipper to allow the on-site and off-site sale of alcohol, live music, entertainment and dancing, and outdoor patio use for San Diego Cellars Winery (non-bona fide eating establishment) to be located at 2215 Kettner Boulevard in the Little Italy neighborhood of the Downtown Community Plan Area. Pursuant to Section 156.0315 of the Centre City Planned District Ordinance, the applicant is seeking exceptions to eliminate the 25 percent maximum quarterly gross sales of alcoholic beverages.3. An application by Scot Blair to allow off-site alcohol sales for the Monkey Paw Brewery located at 807 16th Street in the East Village neighborhood of the Downtown Community Plan Area. Pursuant to Section 156.0315 of the Centre City Planned District Ordinance, the applicant is seeking exceptions to eliminate the 25 percent maximum quarterly gross sales of alcoholic beverages.
The decision of the CCDC Hearing Officer is final unless appealed to the CCDC Board of Directors. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. The appeal application may be obtained at the CCDC Planning Department, 401 B Street, Suite 400, San Diego, California, 92101. The appeal must be made within ten (10)
business days of the Hearing Officer's decision. If the Hearing Officer decision is appealed, the decision made by the CCDC Board of Directors is the final decision.
These projects are categorically exempt from the California Environmental Quality Act (CEQA) under State CEQA Guidelines Section 15301 (entitled Existing Facilities). Section 15301 applies to a class of projects (Class 1) that includes the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public and private structures, facilities, mechanical equipment, or topographical features when the project involves negligible or no expansion of the existing use. The La Casita project consists of permitting the addition of live music, entertainment and utilization of an outdoor patio. No improvements are proposed for La Casita. The San Diego Cellars project consists of permitting a new winery with tenant improvements to an existing building. The Monkey Paw project consist of the permitting the offsite alcohol sales at an existing brewery. No improvements are proposed for Monkey Paw. The application of a categorical exemption to this project is not precluded by any of the exceptions set forth in State CEQA Guidelines Section 15300.2.
If you wish to challenge either CCDC's or the City's action on the above proceeding in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written correspondence to CCDC at or before the public hearing.

PUBLIC AGENCY NOTIFICATION OF PROPERTY DISPOSAL
Notice is hereby given that the POWAY UNIFIED SCHOOL DISTRICT
's (the District) Board of Education intends to dispose of its surplus property known as the Water Tower Site located in Rancho Bernardo, San Diego County, California. The property is an approximate 10.88 acre parcel (APN#274-840-06-00) consisting of vacant unimproved land (the Property). Pursuant to Education Code Section 17464, certain public agencies are given priority to offer to purchase the Property. The District is willing to discuss offers for the Property. Qualifying public agencies interested in potentially purchasing the Property must notify the District, in writing, no later than August 14, 2012.
