Subject: Sprint Tustin: NEIGHBORHOOD USE PERMIT (NUP) to construct, operate and maintain an unmanned wireless communication facility on public right-of-way land. The facility would consist of a dual cross arm supporting two panel antennas and a Global Positioning System (GPS) antenna on an existing San Diego Gas & Electric (SDG&E) light standard pole. The facilities electrical equipment cabinet would be located below grade in a slope adjacent to the sidewalk. An above ground meter box would be located adjacent to the subterranean equipment cabinet. The project site is located on the east and west sides of Macaulay Street at the intersection with Tustin Street. Legal Description: Adjacent to 3558 Macualay Street, APN 530-281-22, within the Peninsula Community Plan area. Council District 2. The site is not included on any Government Code Listing of hazardous waste sites.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Coastal Development Permit and Site Development Permit, for the rehabilitation of an existing seawall, approximately 13 feet high and 77 feet in length located at the rear of the property. The project site is located at 202 Coast Boulevard, in Zone 5 of La Jolla Planned District, Coastal Overlay Zone, Coastal Height Limit Overlay, and the Beach Parking Impact Overlay Zone, within the La Jolla Community Plan Area.
The decision of the Hearing Officer is final unless appealed to the Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. To file an appeal to the Planning Commission contact staff at the Planning Department, 202 "C" Street, Fifth Floor, San Diego, CA; The appeal must be made within 10 working days of the Hearing Officer's decision.
The certification of an Environmental Impact Report, adoption of a Mitigated Negative Declaration or Negative Declaration, or determination that the project is exempt from the California Environmental Quality may be appealed to the City Council after all other appeal rights have been exhausted. All such appeals must be filed by 5:00 PM within ten (10) business days from the date of the Planning Commission's certification/adoption of the environmental document. The proper forms are available from the City Clerk's Office, located on the second floor of the City Administration Building, 202 C Street, San Diego, CA 92101.

Appeals to the Coastal Commission must be filed with the Coastal Commission at 7575 Metropolitan Drive, Suite 103, San Diego, CA 92108. (Phone: 619-767-2370) Appeals must be filed within 10 working days of the Coastal Commission receiving a Notice of Final Action from the City of San Diego, Development Services Department.

Applications are being accepted from emerging, local, small construction companies interested in participating in the (City of San DiegoÕs Mentor ProtŽgŽ Program). The Mentor ProtŽgŽ Program, in cooperation with the Associated General Contractors of San Diego, is a community-based effort involving leaders of major prime and subcontractor organizations, financial and bonding institutions, and several public agencies. The program is a deliberate effort to overcome barriers that typically inhibit or restrict the success of emerging construction companies and help these enterprises maximize their economic opportunities. The program is designed to produce a broad base of high quality, competitive and profitable construction companies through incremental improvement.
Selection is conducted through an application/interview process. To apply for participation, construction companies must meet the criteria listed below. Participation in the program begins only after the City of San Diego extends a formal offer of acceptance.
PARTICIPATION CRITERIA
¥ Company must be a construction prime or subcontractor desiring to perform public works.
¥ Company must have all appropriate licenses needed to perform
¥ Company must be in good standing (current with federal/state taxes, workerÕs
compensation, etc.).
¥ Company must have been in business operating continuously for the past two (2) years.
¥ Company must be an emerging local small company as defined in the program
guidelines.
¥ Company annual revenue must not be below $250,000, during the last three (3) years.
¥ Company must be willing to participate in accordance with the program rules, guidelines and processes for incremental growth and business success.
