Draft FY 2013 Annual Action Plan

Under Title 1 of the Housing and Community Development Act of 1974, as amended, the City of San Diego invites citizens to participate in the preparation of the FY 2013 Annual Action Plan (AAP). The AAP is the yearly update to the Five-Year Consolidated Plan and consists of the activities to be funded through the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA).

NOTICE IS HEREBY GIVEN that the City of San Diego's Draft FY 2013 AAP is available for a 30-day public review from April 10 through May 9, 2012. The purpose of the review is to provide the public with an opportunity to comment on the planned expenditures of approximately $23 million in federal entitlement funds. The draft document will be available in the reference section of all City of San Diego libraries and at the CDBG Program office located at 1200 Third Avenue, Suite 1400, San Diego, CA 92101. The plan will also be available for review on the City's CDBG Program website (www.sandiego.gov/cdbg/general/) and the Housing Commission's website (www.sdhc.org.).

NOTICE IS ALSO HEREBY GIVEN that the public hearing to present the Draft FY 2013 AAP at a Public Safety & Neighborhood Services (PS&NS) Committee is scheduled for Wednesday, April 18, 2012 at 2:00 pm in the City Council Chambers, 202 C Street, 12th Floor, San Diego, CA 92101. A schedule of community meetings in which the draft AAP will be presented is listed on the City's CDBG Program website. Public comment may be provided at the community meetings and public hearing. In addition, comments can be submitted in writing during the 30-day public review to the CDBG Program office in person/mail (1200 Third Ave, Ste 1400, San Diego, CA 92101), or by e-mail (CDBG@sandiego.gov) through May 9, 2012. All information and updates regarding this process will be posted on the City's CDBG website (http://www.sandiego.gov/cdbg/general/).

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting on the following project:


To consider approval of the California Coastal Commission's suggested modifications to the Mission Beach Planned District Ordinance and the City's Local Coastal Program.
On September 28, 2010 the City Council adopted amendments to the Mission Beach Planned District Ordinance (PDO). The proposed amendments constitute an amendment to City of San Diego's Local Coastal Program. Since the Mission Beach PDO applies wholly within the Coastal Overlay Zone the ordinance will not be effective until the California Coastal Commission unconditionally certify the amendments.
On March 7, 2012 the California Coastal Commission voted to conditionally certify the amendments to the Mission Beach PDO. The conditions of approval (suggested modifications) relate to Outdoor Storage and Display, encroachments onto Oceanfront Walk, encroachments for entry roofs, and landscape. If the City Council adopts the Commission's modifications (amendments to O-19999) the amended Mission Beach PDO will become effective as soon as the Commission unconditionally certifies the amendments. Otherwise, the amended PDO will be not become effective.
The City of San Diego as Lead Agency under CEQA has prepared, completed, and certified Negative Declaration No. 12003225.
If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.
The proposed amendments to the Mission Beach Planned District Ordinance constitute an amendment to City of San Diego's Local Coastal Program (LCP) and must be certified by the California Coastal Commission to be effective. The LCP amendment will not become effective until unconditionally certified by the California Coastal Commission. If you wish to be noticed of the Coastal Commission hearing on this issue you must, prior to the close of the City Council public hearing, submit a request in writing to City of San Diego, Development Services Department, 1222 First Avenue, MS-501, San Diego, CA 92101, Attention: Dan Normandin.
* Unless otherwise noticed or stated on the record at the hearing, if an ordinance is approved and introduced by the City Council, it will automatically be scheduled for a hearing by the City Council for final passage at 10:00 a.m. on the Tuesday two weeks after the subject hearing.
COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
