NOTICE IS HEREBY GIVEN that the Governing Board of the Grossmont Union High School District (School District), on April 19, 2011, adopted a Resolution in the Matter of Intention to Dedicate to the Helix Water District, an Easement to construct, maintain, and operate underground water pipelines, meters, valves, and other above or underground appurtenant improvements and paving the surface over, under and across property owned by this School District more particularly known as a portion of the Grossmont High School site, in the City of La Mesa, County of San Diego, State of California (a description of the purpose of the easement, of the route therein, and other particulars of the dedication are on file and may be examined in School District's Facilities Management office), and has set 6:00 p.m., Tuesday, May 8, 2012, at the East County Regional Education Center, 924 East Main Street, El Cajon, CA, for a public hearing upon the question of making such dedication, at which time and place interested persons may appear and protest.

Solicitation of Applications for Membership on the
TransNet Independent Taxpayer Oversight Committee

The TransNet Independent Taxpayer Oversight Committee (ITOC) is seeking qualified members of the public to fill one vacancy on its seven-member committee in the following category:

€ A licensed engineer with appropriate credentials in the field of transportation project design or construction and a minimum of ten years experience in a relevant and senior decision making position in the government or private sector. (Term expires May 2015)

The ITOC aids in the implementation of the $14 billion TransNet program, the San Diego region's half-cent sales tax for transportation improvements. The TransNet program is administered by SANDAG.
As outlined in the TransNet Ordinance and Expenditure Plan, the ITOC provides an increased level of accountability for expenditures. ITOC members are unpaid, but certain expenses are reimbursed. Due to their public service status, ITOC members must meet strict conflict of interest standards. The ITOC functions in an independent, open, and transparent manner to ensure that all voter mandates are carried out, and it develops positive, constructive recommendations for improvements and enhancements to the financial integrity and performance of the TransNet program. ITOC membership is open to individuals from throughout the region, who possess a set of appropriate professional skills and experience.
