Draft FY 2013 Annual Action Plan

Under Title 1 of the Housing and Community Development Act of 1974, as amended, the City of San Diego invites citizens to participate in the preparation of the FY 2013 Annual Action Plan (AAP). The AAP is the yearly update to the Five-Year Consolidated Plan and consists of the activities to be funded through the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA).

NOTICE IS HEREBY GIVEN that the City of San Diego's Draft FY 2013 AAP is available for a 30-day public review from April 10 through May 9, 2012. The purpose of the review is to provide the public with an opportunity to comment on the planned expenditures of approximately $23 million in federal entitlement funds. The draft document will be available in the reference section of all City of San Diego libraries and at the CDBG Program office located at 1200 Third Avenue, Suite 1400, San Diego, CA 92101. The plan will also be available for review on the City's CDBG Program website (www.sandiego.gov/cdbg/general/) and the Housing Commission's website (www.sdhc.org.).

NOTICE IS ALSO HEREBY GIVEN that the public hearing to present the Draft FY 2013 AAP at a Public Safety & Neighborhood Services (PS&NS) Committee is scheduled for Wednesday, April 18, 2012 at 2:00 pm in the City Council Chambers, 202 C Street, 12th Floor, San Diego, CA 92101. A schedule of community meetings in which the draft AAP will be presented is listed on the City's CDBG Program website. Public comment may be provided at the community meetings and public hearing. In addition, comments can be submitted in writing during the 30-day public review to the CDBG Program office in person/mail (1200 Third Ave, Ste 1400, San Diego, CA 92101), or by e-mail (CDBG@sandiego.gov) through May 9, 2012. All information and updates regarding this process will be posted on the City's CDBG website (http://www.sandiego.gov/cdbg/general/).

As a property owner, tenant, or person who has requested notice, please be advised the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for an Extension of Time to previously approved Coastal Development Permit No. 130085 and Site Development Permit No. 530877. The previously approved permits allow to the applicant to demolish an existing single family structure and construct an approximately 8,469 square foot, two-story single family residence over a basement, with an attached approximately 781 square foot garage, a pool and spa at 1590 Coast Walk in the RS-1-7 Zone within the La Jolla Community Plan.
  The decision of the Hearing Officer is final unless appealed to the Planning Commission.  In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. The appeal must be made within 10 working days of the Hearing Officer's decision. Please do not e-mail appeals as they will not be accepted.   The decision made by the Planning Commission is the final decision by the City.
  The Extension of Time No. 961925 is covered under Mitigated Negative Declaration No. 44334. The previously approved project is adequately addressed in the environmental document and there is no change in circumstance, additional information, or project changes to warrant additional environmental review. The prior environmental documents adequately covered this activity as part of the previously approved project and the activity is not a separate project for the purpose of California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines Section 15162.
  Appeals to the Coastal Commission must be filed with the Coastal Commission at 7575 Metropolitan Drive, Suite 103, San Diego, CA 92108.  (Phone:  619?767-2370)  Appeals must be filed within 10 working days of the Coastal Commission receiving a Notice of Final Action from the City of San Diego, Development Services Department.  Please do not e-mail appeals as they will not be accepted.  If you want to receive a Notice of Final Action, you must submit a written request to the City Project Manager listed above.

BY THE SAN DIEGO CITY COUNCIL ON A PROPOSED REVISION OF PACIFIC HIGHLANDS RANCH DEVELOPMENT IMPACT FEES AND FACILITIES BENEFIT ASSESSMENTS.

NOTICE IS HEREBY GIVEN that the San Diego City Council is scheduled to hold a public hearing on Tuesday, May 15, 2012, at the hour of 2:00 p.m. or as soon thereafter as the matter can be heard, in Council Chambers, 12th Floor, City Administration Building, 202 C Street, San Diego, California, for the purpose of consideration of revision of Pacific Highlands Ranch Development Impact Fees and Facilities Benefit Assessment. Consideration of this matter will include:

1. Approve the establishment of a new Development Impact Fees for all property within the Pacific Highlands Ranch Community.

2. Approve the establishment of new Facilities Benefit Assessments for all undeveloped property within the Pacific Highlands Ranch Community.

The Pacific Highlands Ranch Public Facilities Financing Plan is available for public inspection at the Office of the City Clerk, City Administration Building, 2nd Floor, 202 C Street, San Diego, California, 92101.
