NOTICE OF PRELIMINARY DECISION
TO APPROVE A SOURCE OF AIR POLLUTION
BY THE SAN DIEGO AIR POLLUTION CONTROL DISTRICT

The San Diego County Air Pollution Control District hereby gives notice that in accordance with Rule 20.2 of the District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue an Authority to Construct to the Navy Bureau of Medicine & Surgery for the proposed installation of three identical 2,923 horsepower diesel fired emergency standby engine/generators, to be located at Area 20, Bldg. No. H200, Vandergrift Blvd., Camp Pendleton, CA 92055.

A preliminary decision has been made to allow operation for testing and maintenance of each of the emergency standby engines for 50 hours each per year.

An evaluation of the air pollution impacts of this proposal was performed by the District. An Air Quality Impact Analysis was conducted pursuant to District Rule 20.2 for Oxides of Nitrogen (NOx). Results indicate that the operation of the equipment will not result in the violation of any State or Federal ambient air quality standard, nor interfere with the attainment or maintenance of any State or Federal ambient air quality standard. It was determined that all the other applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. The Air Quality Analysis and other documents relating to the proposed action are available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Please refer to Application Nos. 2012-APP-002026, 2012-APP-002027, and 2012-APP-002028 on all correspondence regarding this project.

Written comments concerning the District's proposed action may be submitted to the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131, for a period of 30 days, commencing on May 8, 2012, and ending on June 6, 2012.

NOTICE INVITING BIDS

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 2:00 p.m. on June 7, 2012 for:

QUIETER HOME PROGRAM
Project No. 380605, Phase 6 Group 5
SAN DIEGO INTERNATIONAL AIRPORT
SAN DIEGO, CALIFORNIA

The magnitude of this work is in the range of $1,400,000.00. The bidder must possess a valid California State Contractor"s License, classification B, at the time the bid is submitted. The Contractor shall also be certified by the Environmental Protection Agency as a Renovation Firm as defined by 40 CFR 745, Subpart E § 745.89 - Firm Certification at the time of contract award.

In addition, the contract work includes removal and disposal of asbestos-containing building materials. Bidder is not permitted to perform any asbestos-related work unless bidder possesses a California State Contractor"s License and is certified pursuant to Section 7058.6 of the California State Business and Professions Code. If a certified subcontractor is used, the subcontractor"s license and certification number shall be submitted by the bidder within the Bid Package Proposal.

Phase 6 Group 5 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 30 dwelling units located on 16 residential properties and minor Homeowner Association related work as defined in Volume II.

Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, finely detailed, field-executed finish carpentry, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.

This project includes treatment for non-historic units. Contractors wishing to bid this Project must demonstrate a minimum of three (3) years successful experience in residential sound attenuation projects or a minimum of five (5) years successful experience in residential remodeling or renovation projects of equal scope.

A mandatory prebid conference will be held at 2:00 p.m. on May 24, 2012, in the Conference Room at the Quieter Home Program office located in the Liberty Station Complex at 2722 Truxtun Road, San Diego, California, 92106. At the end of the conference, there will be a mandatory visit to the job site to tour a small number of homes that are representational of the overall scope of the anticipated work. Directions to the Quieter Home Program office are listed below:

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor"s Insurance,” of the General Conditions.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
