The City of San Diego (City) is requesting proposals from highly qualified traffic engineering and urban design firms for consultant services for Palm Avenue Revitalization Plan (H146241).

It is the policy of the City to provide equal opportunity in its traffic engineering and urban design professional services contracts. Toward this end, proposals from small local businesses, disadvantaged businesses and disabled veteran, women and minority owned businesses are strongly encouraged. Prime consultants are encouraged to provide subconsultant opportunities or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth.

This project has a voluntary Small Local Business Enterprises (SLBE) / Emerging Local Business Enterprises (ELBE) Participation Level (SLBE/ELBE) goal of 20%. SLBE/ELBE goals are achieved by contracting with SLBE and ELBE firms as defined in the following website, http://www.sandiego.gov/eoc/boc/slbe.shtml. Attainment of the SLBE/ELBE goal is strongly encouraged, but strictly voluntary.

The City of San Diego will ensure that full access to programs, services, meetings and activities comply with Section 504, Title V, of the Rehabilitation Act and Americans with Disabilities Act (ADA) 1990, Public Law 101-336.

In-depth knowledge and a strong understanding of the local environment, and a local presence for interfacing with the City's project management staff are essential to the successful completion of this project. The proposal must address the consultant's knowledge and understanding of: the City and other local agencies’ regulations and policies; local environment; and local building codes and other criteria. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.

A pre-proposal meeting will be held on Thursday, May 22, 2014, 9:00:00 AM, at Executive Complex, 14th Floor Large Conference Room, 1010 Second Avenue, San Diego, CA 92101. It is strongly recommended that all interested parties attend. Proposals are due no later than 5:00 p.m. Thursday, June 12, 2014, at the location stated in the RFP. This RFP does not commit the City to award a contract or to defray any costs incurred in the preparation of a proposal pursuant to this RFP. The City reserves the right to accept or reject any or all proposals received as a result of this RFP. The City also reserves the right to revise this RFP, including but not limited to the pre-proposal meeting date and the proposal due date. If the City revises the RFP, all RFP holders of record will be notified in writing by the City.

SUMMARY SCOPE OF SERVICES

The Palm Avenue Revitalization Plan will create a blueprint for transforming the six-lane highway into a multi-modal corridor that encourages investment, promotes economic development and provides for vehicle, pedestrian, and bicyclist-friendly transportation in a more livable and sustainable manner. Caltrans is a key stakeholder and will be invited to participate in all aspects of the planning process. The plan will address accessibility along Palm Avenue by all modes of users, propose strategies to improve the livability and economic vitality of the corridor, establish an Urban Design Vision for the Corridor, prepare a Mobility Study that analyzes proposed multi-modal improvements, and establish an Implementation Strategy to help transform Palm Avenue into a vibrant multi-modal corridor that contributes to the health of the community and the regional economy. As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to approve, conditionally approve, or deny an application for a Wireless Communication Facility (WCF) consisting of six (6) panel antennas, mounted on two replacement 30-foot high light standards, with an equipment enclosure and an emergency generator. The project is located on the Point Loma Nazarene University campus with an address of 3900 Lomaland Drive. More specifically, the WCF is proposed adjacent to an existing track and field and baseball field. This development is located within the Coastal Overlay Zone. This application was filed on September 26, 2013.
The decision of the Planning Commission is final unless the project is appealed to the City Council. In order to appeal the decision of the Planning Commission you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Planning Commission before the close of the public hearing. Please do not e-mail appeals as they will not be accepted. See Information Bulletin 505 “Appeal Procedure”, available at www.sandiego.gov/development-services or in person at the office of the City Clerk, 202 "C" Street, Second Floor. The appeal must be made within 10 working days of the Planning Commission decision. This project was determined to be categorically exempt from the California Environmental Quality Act on March 24, 2014 and the opportunity to appeal that determination ended April 10, 2014.
The final decision by the City of San Diego is appealable to the California Coastal Commission in accordance with Land Development Code Section 126.0710(a). Appeals to the Coastal Commission must be filed with the Coastal Commission at 7575 Metropolitan Drive, Suite 103, San Diego, CA 92108. Phone: (619) 767 2370.
