Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Authority”) will receive sealed bids at San Diego County Regional Airport Authority, Reception Desk, Commuter Terminal, 3rd Floor, 3225 North Harbor Drive, San Diego, CA 92101 until 2:00 p.m., May 30, 2014 for:

The magnitude of this work is in the range of $10,100,000.00. The bidder shall possess a valid California State Contractors License, classification A at the time the Contract is awarded by the Authority Board.

This work includes the construction of about 1,300 feet of 36 inch diameter gravity storm drain, a stormwater pump station, about 6,900 feet of 30 inch diameter force main, and a connection to an existing 60 inch storm drain, all of which are to be constructed within the airport operations area. The project also includes repairs to the existing vehicle service road. The disturbed area is approximately 1.50 acres.

The location of the work is on the north side of San Diego International Airport and south of Pacific Highway. The majority of the work will be inside the existing air operations area.

A non-mandatory pre-bid conference will be conducted at 10:00 a.m., May 13, 2014, at the San Diego County Regional Airport Authority, Board Room, Commuter Terminal, 3rd Floor, 3225 North Harbor Drive, San Diego, CA 92101. At the end of the conference, interested parties may visit the job site. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

All questions relating to the information contained in the Request for Bid shall be set forth in writing and shall be directed to the Procurement Department Representative via email. Questions will be received until 5:00 p.m., May 16, 2014. Any questions received after that time and date will not be considered. Bids will be opened in public immediately following the time for receipt referenced above, in the Board Room, Commuter Terminal, 3rd Floor, 3225 North Harbor Drive, San Diego, CA 92101. No Bidder may withdraw a bid after the time and date set for bid opening.

All labor employed on this project shall be paid no less than such minimum rates of wages.

It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. The County of San Diego, Owner, invites qualified Contractors to submit Statements of Qualifications (SOQ) to ESTABLISH A PRE-QUALIFIED LIST OF CONTRACTORS TO PERFORM EMERGENCY REPAIRS AND/OR CONSTRUCTION SERVICES 2014-2015; (RFSQ 6464).

Submittals will be received at the Office of Purchasing and Contracting, 5560 Overland Avenue, Suite 270, San Diego, California, 92123, until 4:00 p.m. on MAY 19, 2014. No pre-qualification conference is scheduled for this procurement.
