THE DEPARTMENT OF PUBLIC WORKS, ROAD DIVISIONS I AND II, HAS A REQUIREMENT TO PURCHASE DELIVERED, DISINTEGRATED GRANITE (DG) FOR FIVE ( 5) ROAD STATIONS AS SPECIFIED ON PAGES A-4/6 OF THE BID PRICING SCHEDULE.
PRICING WILL REMAIN FIRM/FIXED FOR THE PERIOD 07/01/03 OR FROM DATE OF AWARD THROUGH 06/30/04. A BLANKET PURCHASE ORDER (BPO) WILL BE ISSUED TO ALLOW THE DEPARTMENT TO PLACE ORDERS ON AN "AS NEEDED" BASIS DIRECTLY WITH THE AWARDED VENDOR(S). AWARDS AND BPO?S WILL BE MADE SEPARATELY FOR EACH LOCATION.
DELIVERY WILL BE COMPLETED WITHIN TWO (2) WORKING DAYS AFTER EACH ISSUANCE OF A SUBORDER. YOU WILL NEED TO ARRANGE DELIVERY WITH THE CONTACT PERSONS SHOWN ON PAGE A-6 OF THE BID DOCUMENT TO COORDINATE DELIVERY SITES, DATES AND TIMES.

The County of San Diego has a requirement for ASPHALT FOR ROADS for pick up by the Department of Public Works (DPW), Divisions I, II, and County-Wide Construction Crew for the contract period of 07/01/03 or date of award, whichever is later, through 06/30/04. Award will be per item based on the total combined price of the County's travel cost AND per ton material price. Prices to remain firm/fixed during the contract period.
Orders will be picked up by DPW within twenty-four (24) hours after receipt of an order. No delivery of product is required.
Each lot in the Pricing Schedule (Pgs. A-4/30 of the bid document) has a general area or "Centroid" covered by each of Divisions I & II?s dispatch stations. A special chart for each lot has been formulated listing the round trip mileages that County trucks must drive to get to most of San Diego County's known suppliers of bulk road materials. The chart will be used to determine the County's round trip cost to drive to each of the vendors' locations in the "Centroid" or specified lot. Bidders not specifically shown in the chart will be required to provide their round trip mileage and must also submit a proposed road route summary with their bid. Additional information concerning the Special Construction Crew, mileage cost factor and how to complete the Pricing Schedule can be found at the bottom of each lot's pricing sheet and/ or on Pages A-31/32 of the bid document.
Orders placed against this contract will be through the issuance of departmental blanket purchase orders (BPO) and on occasion, through use of a County-issue credit card. Orders will be made directly with the contracted vendor(s) for material as set forth in this Request for Bid (RFB).
SPECIAL NOTE REGARDING BID OPENING: The number of items in this RFB render impractical an oral reading of individual prices at the time of opening. A bid abstract listing all vendor responses will be prepared on 07/03/02 and available upon request at the Purchasing & Contracting?s Reception Desk.

NOTICE INVITING BIDS

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the "Airport Authority") will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 10:00 AM on July 3, 2003 for:

QUIETER HOME PROGRAM
PHASE 1C-2

The Airport Authority previously solicited and received bids for Phase 1C-2 of the Quieter Home Program (the "Project"), pursuant to the Airport Authority?s Notice Inviting Bids, dated as of March 14, 2003, and a related bid solicitation package (the "Original Solicitation Package").
Pursuant to its rights under Sections 1A and 1B-2.2 of the Original Solicitation Package, the Airport Authority has elected to (i) reject all bids that the Airport Authority received for the Project, and (ii) rebid the Project. Accordingly, the Airport Authority is issuing this new Notice Inviting Bids. Please note that holders of the Original Solicitation Package will need to purchase new packages as some of the content has changed.
The Project involves sound attenuation treatments for 52 dwelling units located on 27 residential properties around San Diego International Airport.
Sound attenuation treatments may include, but are not limited to, replacement of windows and exterior doors, adding storm windows and doors, added insulation and improvements to air conditioning, ventilation and electrical systems.
The Project includes special treatments for historically significant structures. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof enclosures.
The magnitude of the Project is in the range of $1,600,000. The bidder must possess a valid California State Contractors License, Classification B, at the time the contract is awarded.
Bids will be opened in public at 2320 Stillwater Road, San Diego, California, all as more particularly contained in Document No. LF02-11R on file in the office of the Clerk of the Airport Authority. No Bidder may withdraw a bid after the date set for bid opening.
A prebid conference will be conducted at 10:00 AM on June 18, 2003, in the Airport Noise Monitoring Room on the third floor of the Commuter Terminal, 3225 North Harbor Drive, San Diego, California. At the end of the conference, interested parties may tour the project area or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority?s representatives will be present at the prebid conference to receive questions. An addendum will be issued, if necessary, to respond to questions raised.
Plans and specifications may be purchased for $50.00 per each set on June 3, 2003, by Bidder?s printed check only, during the hours of 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 4:00 p.m., Monday through Friday, excluding Airport Authority holidays, from the Facilities Development Department, San Diego County Regional Airport Authority, P.O. Box 82776, San Diego, CA 92138-2776, or picked up in person at 2320 Stillwater Road, San Diego, California, Telephone Number (619) 400-2606 or 2607. Shipment of plans and specifications by Federal Express is available at Bidder?s expense. The purchase price and cost of shipment are not refundable. One set of plans and specifications will be made available by the Airport Authority to local plan file services.
In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the Airport Authority?s Small and Emerging Business Department.
It is the policy of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority Contracts. The DBE participation goal for this proposal/bid/quote is eighteen percent (18%). Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
The award of the Contract may be conditioned on meeting the requirements of Title 49 Part 26 ? Department of Transportation, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, "Contractor?s Insurance," of the General Conditions. In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
