NOTICE TO CONTRACTORS
SEALED PROPOSALS will be received at the office of the Director of General Services or Designee, 1800 Maxwell Road, City of Chula Vista, until 2:00 p.m. on July 12, 2005 at which time they will be publicly opened and read for performing work as follows:

The City of Chula Vista hereby notifies all bidders that it will affirmatively ensure that in any Contract entered into pursuant to this Notice, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consider-ation for an award.
No bid shall be received unless it is made on a Proposal Form furnished by the Director of General Services or Designee. Each bid must be accompanied by cash, certified or cashier's check, or bid bond in an amount equal to at least ten percent (10%) of the amount bid, such Guaranty to be forfeited should the bidder to whom the Contract is awarded fail to enter into the Contract. No bidder's Guaranty is required if the bid amount is $50,000 or less.
City requires that throughout the duration of this contract insurance be placed with licensed insurers admitted to transact business in the State of California with a current A.M. BestÕs rating of no less than A- V in the amounts specified in the contract. If insurance is placed with a surplus lines insurer, insurer must be listed on the State of California List of Eligible Surplus Lines Insurers (LESLI) with a current A.M. BestÕs rating of no less than A X. Evidence of insurance must be submitted within ten (10) days after the awarding of the Contract, and approved prior to commencement of work under the contract. Any insurance terminating during the course of the contract must be renewed and evidence of renewal must be submitted to the City within 15 days prior to the expiration of the prior policy and must meet the same criteria. Contractor must include all subcontractors as insureds under its policies or furnish separate certificates and endorsements for each subcontractor. All coverage for subcontractors is subject to all of the requirements as above. No substitutions shall be allowed.
City requires Performance, Labor and Material Bonds, be issued by a Surety authorized to transact such business in the State of California, be listed as approved by the United States Department of Treasury Circular 570, and who Underwriting Limitation is sufficient to issue bonds in the amount required by the contract. Approved listing can be obtained through the United States Department of TreasuryÕs website address http://www.fms.treas.gov/c570/c570.html. Any renewal certificates required during the course of the contract must be renewed and received by the City within 15 days prior to expiration and must meet the same criteria. No substitutions shall be allowed.
Bidder acknowledges the duty to provide bonds from a surety specified in the bid specifications. By bidding on this job, (1) Bidder waives any rights they may have under Civil Code Sections 995.660 and 995.670; and (2) Bidder agrees to indemnify and hold City harmless against any loss, expense or expenditure, including attorneys fees and costs, which City may suffer in any claim, action, suit or other proceeding that may be brought by a surety submitted by Bidder that does not meet the United States Department of Treasury's Circular 570 specifications for a surety. Bidder acknowledges that City may reject any and all bids, and that if a low bidder bids with a lower cost premium for sub-specification performance and payment bonds, other bidders not similarly taking advantage of the lower cost premium will be put in a cost disadvantage in the bid process, and that this may, in the City's judgement, necessitate re-bidding the job.
Contractors are not required by bid specifications to pay prevailing wage ("NOT Prevailing Wage Rates") to persons employed by them for work under this Contract in accordance with Section 2.58.070 of the Chula Vista Municipal Code regulating payment of prevailing wages for Contracts let by the City.
No bid will be accepted from a Contractor who has not been licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code and its implementing regulations. All Contractors and subcontractors are required to have a valid City of Chula Vista business license prior to start of work.
Copies of plans and specifications may be obtained at the office of the Director of General Services or Designee, Public Works Corporation Yard, 1800 Maxwell Road, Chula Vista, California upon payment of $12.00. Remit $18.00 if you wish to have the plans and specifications mailed to you. If payment is to be made by check, it should be made payable to the "City of Chula Vista."

REQUEST FOR PROPOSALS (RFP) FOR
CONSULTING SERVICES TO CONDUCT A
FEASIBILITY STUDY FOR THE SAN ONOFRE
REGIONAL SEAWATER DESALINATION PROJECT
The San Diego County Water Authority is soliciting proposals from qualified firms for professional services to conduct a feasibility study for the San Onofre Regional Seawater Desalination Project. The objective of the project is to perform a feasibility analysis of seawater desalination at San Onofre and produce a final report summarizing the findings.
This RFP will be used to select a qualified firm to provide consulting services.
PROPOSALS DUE: July 15, 2005 at 4:00 p.m.
SCOPE OF WORK: Contractor shall be responsible for performing a feasibility level analysis of seawater desalination at the San Onofre Nuclear Generating Station (SONGS). The feasibility study will include an analysis of feedwater intake and concentrate discharge options utilizing the existing Unit 1 cooling water infrastructure. Contractor shall analyze two sites in the vicinity of SONGS for a seawater desalination treatment facility. The two sites were previously identified based on findings from a recently completed Fatal Flaw Analysis Study. Site analysis shall include the development of preliminary plan, profile, and visual renderings of the desalination facility. Contractor shall identify product water connection points to the regional distribution systems of the Water Authority and the Municipal Water District of Orange County (MWDOC). Preliminary plan and profile drawings shall be developed on potential alignments to these connection points. Contractor shall investigate environmental and permitting issues related to the construction and operation of desalination treatment and conveyance facilities. Institutional issues related to arrangements between project proponents shall be evaluated. Contractor shall prepare feasibility level cost estimates for capital and operation and maintenance costs of the desalination treatment and conveyance facilities. Contractor shall coordinate throughout the project with all impacted parties, including the Water Authority, MWDOC, Marine Corps Base Camp Pendleton, and Southern California Edison (power plant operator).
Contractor shall prepare a draft and final report summarizing the findings of the feasibility analysis.

MAAC Project requests bids from General Contractors for the construction of approximately 40,000 sq. ft. of three-story wood-frame residential property known as the Seniors on Broadway Apts. in Chula Vista, CA. A 5% Bid Bond and 100% Performance and Payment Bonds are required from the General Contractors. All Federal Contracting and Labor Standards apply including W/D/ DV/BE Outreach and Davis-Bacon wages.
