The San Diego Air Pollution Control District

Notice is hereby given that, in accordance with Regulation XIV Ð Title V Operating Permits, of the San Diego County Air Pollution Control DistrictÕs (District) Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to take action on Application No. 978248 by issuing an initial federal Title V Operating Permit. The Title V Operating Permit will be issued to Larkspur Energy, LLC, for an electrical power generation facility located at 9355 Otay Mesa Road, San Diego, California.
The proposed Title V Operating Permit incorporates conditions necessary to ensure compliance with all applicable federal and District requirements. The facility is currently operating in compliance with District requirements.
The District is seeking comments on this proposed Title V Operating Permit. Written comments concerning the DistrictÕs proposed action may be submitted for a period of 30 days commencing on June 2, 2005, and ending on July 1, 2005. Fourth Passenger Facility Charge Application
The San Diego County Regional Airport Authority has prepared a Written Notice with the intent of submitting a Fourth Passenger Facility Charge Application at San Diego International Airport in San Diego County. The proposed charge is $4.50 per enplaned passenger, for an aggregate total of $110,064,925 to commence approximately April 2006 and ending approximately September 2009. Commensurate with this new application is an amendment to the First Passenger Facility Charge Application. The amount of the amendment is $9,240,745 to commence approximately January 2006 and ending approximately March 2006.

The County of San Diego, Owner, invites sealed bids for construction of Lakeside Sewer Interceptor Replacement, Oracle Project No. 1000117, ARMS Activity No. UJ2243, (RFB 741). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on June 16, 2005, at which time they will be publicly opened and read aloud.
Work to be Done consists in general of installing, 42" P.V.C. sewer pipe, manhole, temporary sewer by-pass system, installing 24" reinforced concrete pipe, pole barrier, providing trench safety and shoring of excavations, importing and placing borrow, relocating sign, providing temporary gravel bag, curb inlet filter, silt fence, stabilized construction entrance, concrete washout facility, preparing water pollution control program, and providing water pollution control. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor or C-42, Sanitation Contractor. Project is located in the vicinity of Santee. The cost of construction is estimated to be from $625,000.00 to $675,000.00. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $14.00 (including tax) per set at the County of San Diego, Office of Purchasing and Contracting, Cashier, Suite 1111, (Bldg 11, MS O32), County Operations Center, 5555 Overland Avenue, San Diego, CA 92123-1249. Full-size plans may be obtained at the Department of Purchasing and Contracting, referenced above, at an additional cost of $0.50 per sheet (including tax). Only complete sets of full-size plans will be sold. Full-size plans will not be sent to full-size plan holders when plans are revised and issued as addenda unless re-ordered. Only revised reduced plans will be issued as necessary with addenda. Full-size plans will contain only the revisions made to the plans at the time of issuance. Documents will be available on Tuesday May 31 after 1:00 pm. Mail service is available only to those prospective bidders outside a 30 mile radius of the County Operations Center and at an additional cost of $3.50 per set of documents.
