The County of San Diego, Owner, invites sealed bids for DON DUSSAULT PARK IMPROVEMENTS; PROJECT NO. 1015519; (BID No. 6486).

Sealed bids will be received at the Office of Purchasing and Contracting, 5560 Overland Avenue, Suite 270, San Diego, California, 92123, until 2:00 p.m. on JUNE 17, 2014, at which time they will be publicly opened and read aloud. Contract documents including Plans, Specifications and Bid Forms are available to be downloaded, free of charge, from the Department of Purchasing and Contracting BuyNet website at: http://buynet.sdcounty.ca.gov.
The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor. Work to be done includes, in general, furnish all labor, equipment and materials for the demolition of flatwork, rubber playground surfacing, footings and existing playground etc., salvage of existing, new construction of a single ADA parking area, minor grading and drainage, modular retaining wall, electrical, playground, park furnishings, survey, landscape and irrigation. The additive alternate item to this project is a shade pavilion.

An on-sight pre-bid conference (non-mandatory) will take place on June 4, 2014 at 11:00 AM. The project is located at Don Dussault County Park, 8320 Alturas St., Fallbrook, CA 92028.

The cost of construction is estimated to be from $175,000 to $215,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. Prevailing Wage rates apply. DVBE participation goal of 3% is encouraged. The San Diego County Air Pollution Control District hereby gives notice that in accordance with Rule 20.2 of the District’s Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue an Authority to Construct to Judicial Court of California, for the proposed installation of an emergency standby engine located at 1100 Union Street, San Diego, CA 92101.

An evaluation of the air pollution impacts of this proposal was performed by the District. Air quality impact analysis of oxides of nitrogen was conducted, pursuant to District Rule 20.2. Results indicate that the operation of the equipment will not result in the violation of any State or Federal ambient air quality standard, nor interfere with the attainment or maintenance of any State or Federal ambient air quality standard. It was determined that all the other applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. The Air Quality Analysis and other documents relating to the proposed action are available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131.

Written comments concerning the District’s proposed action may be submitted to the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131 for a period of 30 days, commencing on June 2, 2014, and ending on July 2, 2014.

PROJECT DESCRIPTION: The applicant requests a Major Use Permit Modification to a previously approved, unbuilt 75-foot faux tree wireless telecommunications facility. The applicant requests to change the design of the unbuilt facility to a new 55-foot tall faux elevated water tank, to which 12 panel antennas would be mounted inside. Supporting equipment would be located within a prefabricated equipment enclosure. A 30kW diesel standby generator is also proposed. The previously approved design was located on the same property, however was not built due to coverage issues. The project is subject to the Rural Lands General Plan Land Use Designation (RL-80), and is zoned General Agricultural (A72) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.
LOCATION: The 82-acre site is located at 14615 Otay Lakes Road, in the Jamul Dulzura Subregional Plan area, within unincorporated San Diego County (APN: 598-170-08).
ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as “new, small, facilities on structures.” A Notice of Exemption dated April 25, 2014 was prepared for the project and is on file with Planning & Development Services.

LOCATION: The 1.8-acre site is located at 1322 San Pasqual Valley Road, in the North County Metropolitan Subregional Plan area, within unincorporated San Diego County (APN 234-210-07 & 11).
ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as “new, small, facilities on structures.” A Notice of Exemption dated February 26, 2014, was prepared for the project and is on file with Planning and Development Services.

PROJECT DESCRIPTION: The project is a request for a Major Use Permit modification to allow new construction and the reconfiguration of an existing continuing care retirement community known as Mount Miguel Covenant Village. The proposal would reduce the building area of the Town Center by approximately 83%. However, the total allowable building area including all existing and proposed structures would be increased by less than 1%. Two residential buildings are proposed to be demolished and three new residential buildings would be constructed in their place. The 26.5-acre site contains a facility originally established in 1965. The project would continue to allow a total of 329 independent residential units, 48 assisted living units, and 99 skilled nursing beds with additional dining, community, and administrative uses. Access is provided by driveways connecting to Kempton Street, San Carlos Street, and Sacramento Avenue. The facility is currently and will continue to be served by the Otay Water District and Spring Valley Sanitation District.
LOCATION: The project is located at 325 Kempton Street in the Spring Valley Community Planning Area, within the unincorporated San Diego County.
ENVIRONMENTAL STATUS: The project will rely on a previously certified Environmental Impact Report dated May 25, 1977 and Addendum thereto dated June 13, 2014 on file with Planning & Development Services as Environmental Review Number 76-18-079E.
