TO THE
FINAL MASTER ENVIRONMENTAL IMPACT REPORT
FOR THE
GASLAMP QUARTER PLANNED DISTRICT ORDINANCE (GQPDO)
AND DESIGN GUIDELINES REVISIONS

The Centre City Development Corporation (CCDC), acting as the agent of the Redevelopment Agency of the City of San Diego, is seeking comments on the draft Addendum to the Final Master Environmental Impact Report (MEIR) for Centre City Redevelopment Project and Addressing the Centre City Community Plan and Related Documents for the proposed Ballpark and Ancillary Development Projects, and Associated Plan Amendments.
Project Description: The primary purpose of this Addendum is to evaluate the potential environmental effects of the implementation of the proposed GQPDO and Design Guidelines Revisions. Changes to the documents include expanding the period of significance from 1880 1910 to 1873-1930; adding information on the following: signage design; automatic teller machines; sidewalk cafes; cellular phone antennas and satellite dishes; painting exterior facades; and additional stories. In addition, language in the GQPDO (Section 103.0408) was reorganized to permit certain uses only above or below the first floor. Business and professional office uses would now be prohibited from being located on the ground floor; maximum Ground Floor Area (Section 103.0408) and Alcohol Sales (Section 103.0408f.3).
Project Location: The project is the Gaslamp Quarter District within the Centre City Redevelopment Project Area, downtown San Diego. The Gaslamp Quarter is a 16.5 block area located between Broadway to the north, Harbor Drive to the south, Fourth Avenue to the west, and Sixth Avenue to the east.
Issues Evaluated: The primary purpose of the Addendum is to evaluate the potential environmental effects of the proposed GQPDO and Design Guidelines Revisions. Because the majority of the revisions establish stricter requirements and are not likely to result in significant impacts to the environment, the analysis focuses primarily on those potential impacts associated with the ÒAdditional StoriesÓ regulations. The GQPDO was revised to allow additional stories up to 26 feet with setbacks above the current maximum height of 75 feet north of Island Avenue on parcels 20,000 square feet or more and containing any historic structures. The number of existing parcels to which regulations would most likely apply for these additional stories is limited to three potential sites that meet the size limitations. As discussed in this Addendum and its associated Initial/Secondary Study, none of the revisions would result in any new significant impacts not discussed in the MEIR, or any substantial increase in the severity of impacts identified by the MEIR. In addition, no new information of substantial importance has become available since the MEIR was prepared regarding new significant impacts, or feasibility of mitigation measures or alternatives.

Commenting: Comments on the content of the Draft Addendum only should be submitted in writing before 5:00 p.m. on July 6, 2005. The previously certified documents (SEIR/MEIR) are not open to comment but were provided as reference materials. Written responses to all written comments will be prepared and included in the Final Addendum which will be considered by the City Council of the City of San Diego prior to taking action on the Gaslamp Quarter Planned District Ordinance. This ordinance approves the rezoning of 5.2 acres from the RS-1-7 zone to the RM-1-1 zone, in connection with property located on the east side of Meadowbrook Drive, north of Paradise Valley Road, in the Skyline-Paradise Hills Community Plan, in the City of San Diego, California.
This ordinance contains a notice that a full reading of this ordinance is dispensed with prior to its final passage, since a written or printed copy will be available to the City Council and the public a day prior to its final passage.
This ordinance shall take effect and be in force on the thirtieth day from and after its passage.

AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 2 OF THE SAN DIEGO
MUNICIPAL CODE BY ADDING DIVISION 41, RELATING TO WAGES AND HEALTH BENEFITS FOR CERTAIN CATEGORIES OF PERSONS EMPLOYED BY
BUSINESSES THAT CONTRACT WITH THE CITY, RECEIVE FINANCIAL
ASSISTANCE FROM THE CITY, OR WORK AT CERTAIN SPORTS,
ENTERTAINMENT, OR CONVENTION FACILITIES IN THE CITY OF SAN DIEGO.
This Ordinance amends Chapter 2, Article 2 of the San Diego Municipal Code by adding Division 41, relating to wages and health benefits for certain categories of persons employed by businesses that contract with the City, receive financial assistance from the City, or work at certain sports, entertainment, or convention facilities in the City of San Diego. In particular, this Ordinance provides that employers covered by Division 41 shall pay covered employees a wage of no less than $10.00 per hour if health benefits are paid, or $12.00 per hour if no health benefits are paid; and provide certain compensated and uncompensated time off for sick leave, vacation, or personal necessity leave. This Ordinance also provides reporting and notification requirements and enforcement provisions.
This Ordinance contains a notice that a full reading of this Ordinance is dispensed with prior to its final passage, since a written or printed copy will be available to the City Council and the public a day prior to its final passage.
This Ordinance shall take effect ninety days after its introduction and passage, pursuant to City Charter section 17.
