The City of San Diego Entitlements Division has prepared Findings to Master Environmental Impact Report (MEIR) No. 96-7918 for the following project.  The Findings and associated technical appendices are available for review at the City’s Development Services Department (see additional information below).  These Findings are being noticed in accordance with the California Environmental Quality Act (CEQA) Guidelines Section 15087.  A public review and comment period is not required. The Findings and MEIR are available for review at the Fifth floor of the Development Services Center located at 1222 First Avenue, San Diego, CA 92101. Subject:  PLANNED DEVELOPMENT PERMIT (PDP), VESTING TENTATIVE MAP (VTM) and PUBLIC RIGHT OF WAY VACATION to create 12 lots out of one parcel for 10 single family residences (minimum lot size of 3,000 square feet); one driveway lot; one open space lot; and to vacate a portion of Rancho Santa Fe Road on a 1.47 acre lot.  The project would require the PDP to process five deviations including reductions to front and rear setbacks, street frontage, and minimum unit separation; and to allow 5-foot solid fences within the street side setback of Lot 2 and the front yard setback of Lot 3. The project is located at 13555 1/3 Caminito Mendiola (APN: 305-021-3100, Parcel 1 of Map No. 20874), south of Rancho del Sol Way, and north of Caminito Mendiola and west of the final eastern alignment of Rancho Santa Fe Farms Road.  The project is within in the RX-1-2 Zone within the Pacific Highlands Ranch (Subarea III) Community Plan Area and Council District 1.   The site is not included on any Government Code listing of hazardous waste sites.

Recommended Finding:  The City of San Diego Entitlements Division concludes that the project could have a significant environmental effect in the areas of NOISE and PALEONTOLOGY but that those effects were previously examined in Master EIR No. 96-7918.  It recommends that the lead agency make findings that no additional significant environmental effect will result from the project, no additional mitigation measures or alternatives are required, the project is within the scope of Master EIR No. 96-7918, and no substantial changes have occurred with respect to the circumstances under which the Master EIR was certified or there is no new information which was not known and could not have been known at the time the Master EIR was certified.
