San Diego County Air Pollution District
The San Diego County Air Pollution Control District (District) hereby gives notice that in accordance with Rule 20.2 of the District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue an Authority to Construct to Qualcomm Inc. for proposed installation of an emergency standby engine located at 4875 Eastgate Mall, San Diego, CA 92121. A preliminary decision has been made to allow operation for testing and maintenance of the emergency standby engine for 50 hours per year. Emergency operation will not be limited in duration.

An evaluation of the air pollution impacts of this proposal was performed by the District. Air quality impact analysis of oxides of nitrogen was conducted pursuant to District Rule 20.2. Results indicate that the operation of the equipment will not result in the violation of any State or federal ambient air quality standard. It was determined that all the other applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. The Air Quality Analysis is available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Written comments concerning the District's proposed action may be submitted to the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131 for a period of 30 days, commencing on June 21, 2006, and ending on July 20, 2006. Sealed bids will be received at the Office of Purchasing and Contracting, Building 11, County Operations Center, 5555 Overland Avenue, San Diego, California, 92123, until 2:00 p.m. on JULY 12, 2006, at which time they will be publicly opened and read aloud. A pre-bid meeting is scheduled for 10:00 a.m. on June 27, 2006 at the project site, Sycamore Canyon/Goodan Ranch Preserve, 16281 Sycamore Canyon Road, San Diego, CA 92071 (Thomas Guide Pg. 1211/C7). All Contractors meet at Upper Staging Area to park. Contract documents may be examined or purchased for the sum of $50.00 per set at the Office of Purchasing and Contracting. Contractor license requirement is “A”, General Engineering Contractor; or “B”, General Contractor. Cost estimate of construction is $1,300,000 to $1,500,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. Prevailing Wage rates apply. Notice is hereby given that real property taxes and assessments on the parcels described below will have been defaulted five or more years, or in the case of property on which a nuisance abatement lien has been recorded or can serve the public benefit by providing housing or services directly related to low-income persons, when three or more years have elapsed and a request has been made by a city, county, city and county, or non-profit organization, that property will become subject to the Treasurer-Tax Collector's power to sell on July 1, 2006, at 12:01 a.m., by operation of law. The Treasurer-Tax Collector's Power to Sell will arise unless the property is either redeemed or, if eligible, made subject to an installment plan of redemption initiated as provided by law prior to 5:00 p.m. (the close of business) on June 30, 2006. The right to an installment plan terminates on June 30, 2006, and, after that date, the entire balance due must be paid in full to prevent sale of the property at public auction.

The right of redemption survives the property becoming subject to the power to sell, but it terminates at 5:00 p.m. (close of business) on the last business day before actual sale of the property by the Treasurer-Tax Collector. Parcels not sold at the scheduled tax sale may be re-offered for sale within a 90-day period and any new parties of interest shall be notified.
