California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

The decision to approve, conditionally approve, modify or deny the proposed Amendments and Site Development Permit for the Balboa Park - Plaza de Panama project, which has also been referred to as the Balboa Park Plaza de Panama, Circulation and Parking Structure project.
The project proposes a BALBOA PARK MASTER PLAN (BPMP) AMENDMENT, CENTRAL MESA PRECISE PLAN (CMPP) AMENDMENT and SITE DEVELOPMENT PERMIT (SDP) to implement the proposed Balboa Park - Plaza de Panama Project. Project elements include:
1. Plaza de Panama. Eliminate automobile traffic from the Plaza de Panama and adjacent promenades and remove parking from the Plaza.
2. El Prado and Plaza de California. Allow for pedestrian use of El Prado and Plaza de California by re-routing traffic to a bypass road and bridge.
3. Bypass Road and Bridge.
Construct a new two-way bridge/road (also being called the “Centennial Bridge”) starting at the east end of the Cabrillo Bridge and continuing
through the eucalyptus grove around the southwest corner of the Museum of Man to the Alcazar Parking Lot.
4. Alcazar Parking Lot and Walkway. Redesign the Alcazar Parking Lot to provide additional accessible parking as well as passenger drop-off, museum loading, and
valet.
5. The Mall & Pan American Promenade. Reclaim both the Mall and Pan American Road for pedestrian only access by rerouting vehicle traffic west of Pan American
Road.
6. Organ Pavilion Parking Structure, Roof-Top Park, Tram and Arizona Street Landfill. Construct a new parking structure with a roof-top park and gardenat the
location of an existing Organ Pavilion surface parking lot. The new multi-level underground structure would consist of approximately 265,242 square feet with
approximately 797 parking spaces on three levels. The new rooftop park would be approximately 2.2 acres. An accessible tram shuttle would link parking in the new
structure with the Plaza de Panama. Excess soils from excavation of the parking structure would be exported to the nearby Arizona Street Landfill.
€ An Environmental Impact Report has been prepared for this project.

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

To consider approval, conditional approval, or denial of the Amendments to the Outdoor Lighting Regulations in Land Development Code Section 142.0740 and Chapter 14, Article 10, relating to local adoption of the California Green Building Regulations, and adoption of a map of local lighting zones.
The City's outdoor lighting regulations are intended to minimize light pollution, and promote lighting design that provides for public safety and conserves electrical energy. The problem is that the existing regulations limit lighting along private walkways, roadways, and parking lots after 11pm to low pressure sodium, high pressure sodium, or light with fewer than 4,050 lumens, which has resulted in a dark environment for these facilities instead of the intended secure environment for public safety, and has prevented use of more preferable energy efficient options. The proposed amendments will allow for use of some broad spectrum lighting alternatives with better color rendition for safety and better energy savings. Proposed limits on color correlated temperature and the amount of up-light, back-light and glare would reduce light pollution beyond what is allowable under existing regulations. Ordinance exceptions provide flexibility downtown in accordance with adopted land use plans and planned district ordinances. The proposal also includes adoption of a map of lighting zones (C-948) to facilitate implementation of state and local requirements.
An Environmental Impact Report (EIR No. 96-0333) was prepared, and certified on October 28, 1997 for the original adoption of the Land Development Code. It was determined that in accordance with the California Environmental Quality Act (CEQA) Guidelines Section 15162(a): (1) no substantial changes are proposed which would require major revisions of the previous EIR; (2) no substantial changes occur with respect to the circumstances under which the project is undertaken that would require any revisions to the previous EIR; and (3) there is no new information of substantial importance that was not known and could not have been known at the time the previous EIR was certified. Therefore, no subsequent EIR or other environmental document is needed, as all of the impacts were adequately addressed and disclosed in EIR No. 96-0333.
On April 26, 2012, the Planning Commission recommended (6-0-1) that the City Council adopt the amendments to the outdoor lighting regulations including approval of a new map of local lighting zones.
Following City Council action, the City must submit the ordinance to the San Diego County Regional Airport Authority (SDCRAA) for a consistency determination. The ordinance will not be effective until SDCRAA determines it is consistent with adopted ALUCPs. Also, the City must submit the ordinance to the California Coastal Commission for certification because the decision involves amendments to the City's Local Coastal Program. The ordinance will not be effective in the coastal zone until the Coastal Commission unconditionally certifies the amendment.
