The City of San Diego (City) is requesting Proposals from firms for AS-NEEDED REMEDIATION AND CLEANUP SERVICES RESULTING FROM CITY OF SAN DIEGOÕS WATER MAIN BREAKS AND SEWER BACKUPS (and other insurance-related work, as needed).
It is the policy of the City to provide equal opportunity in its service contracts. Toward this end, Proposals from small businesses, disabled owned businesses, women owned businesses, and firms owned by African-Americans, American Indians, Asian-Americans, Filipinos and Latinos, as well as local firms are strongly encouraged. Prime contractors are encouraged to subcontract or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth. This project has a voluntary Minimum Participation Level (MPL) goal of 15%. MPL goals are achieved by contracting with any combination of Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE) or Disabled Veteran Business Enterprises (DVBE) at the prime or subcontractor level. Definitions of MBE, WBE, DBE and DVBE are contained in the Request for Proposals (RFP).
Attainment of the MPL goal is strongly encouraged, but strictly voluntary.
The City of San Diego will ensure full access to programs, services, meetings and activities in compliance with Section 504, Title V, of the Rehabilitation Act and Americans with Disabilities Act (ADA) 1990, Public Law 101-336.
In-depth knowledge and a strong understanding of the local environment, and a local presence for interfacing with the City's risk management claims staff are essential to the successful completion of this project. The Proposal must address the contractorÕs knowledge and understanding of: the City and other local agencies regulations and policies; local environment; and local building codes and other criteria. The Proposal must also address how the contractor plans to interface with the City's risk management claims staff and the respondent's workforce in San Diego County.
All Proposals submitted must be in full accord with the Request for Proposals (RFP) which can be obtained at the following address between 9:00 A. M. and 5:00 P. M., Monday through Friday, or by calling (619) 533-6188 on or after June 23, 2005. When requesting the RFP, please refer to the specific project title listed above. pre-proposal meeting will be held on July 7, 2005 at 1:30 p.m. at the location stated in the RFP. It is strongly recommended that all interested parties attend. To request an agenda in alternative format, or to request a sign language or oral interpreter for the meeting, call John Dullaghan at (858) 614-5792 at least five working days prior to the meeting to ensure availability.
RFPÕs are due no later than 2:30 p.m., July 21, 2005 at the location stated in the RFP.
This RFP does not commit the City to award a contract or to defray any costs incurred in the preparation of a Proposal pursuant to this RFP. The City reserves the right to accept or reject any or all Proposals received as a result of this RFP. The City also reserves the right to revise this RFP, including but not limited to the pre-proposal meeting date and the proposal due date. If the City revises the RFP, all RFP holders of record will be notified in writing by the City. The City reserves the right to contract with more than one firm.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Coastal and Site Development Permit to demolish an existing single-family residence and construct a new, three-story over basement, 6,362 Gross Floor Area square-foot residence, with guest quarters, on a 22,651 square-foot, SF zoned site at 7615 Hillside Drive within the Coastal Overlay Zone (non-appealable area), Coastal Height Limit, Parking Impact Overlay and within the boundaries of the La Jolla Shores Planned District and La Jolla Community Plan.
The decision of the Hearing Officer is final unless appealed to the Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. To file an appeal to the Planning Commission contact staff at the Planning Department, 202 "C" Street, Fifth Floor, San Diego, California. The appeal must be made within 10 working days of the Hearing Officer's decision.
The certification of an Environmental Impact Report, adoption of a Mitigated Negative Declaration or Negative Declaration, or determination that the project is exempt from the California Environmental Quality may be appealed to the City Council after all other appeal rights have been exhausted. All such appeals must be filed by 5:00 PM within ten (10) business days from the date of the Planning Commission's certification/adoption of the environmental document. The proper forms are available from the City Clerk's Office, located on the second floor of the City Administration Building, 202 C Street, San Diego, CA 92101.
The decision made by the Planning Commission is the final decision by the City.
The final decision by the City of San Diego is not appealable to the California Coastal Commission.
If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing. If you have any questions after reviewing this notice, you can call the City Project Manager listed above.
