The City of San Diego (City) is requesting Statements of Qualifications (SOQ’s) from highly qualified Design/Build Firms or Teams licensed to perform work in California to provide for the design and construction of Fire Station 33.
 Design/Build Teams are to be composed of Engineering Design and Construction Firms experienced in design-build projects of similar size and complexity in the recent past.
 DESCRIPTION OF WORK:  The proposed scope of this project includes the design and construction services for the addition of dorm rooms and an office, redesign and upgrade of existing dorm areas, training room, kitchen, ready room, bathroom, new concrete drive, resurface parking area, new roll-up doors, modification of existing (apparatus bay) to allow drive through circulation, repaint exterior and interior, mechanical and electrical upgrades and temporary facilities.
 LICENSE CLASSIFICATION:   In accordance with the provisions of California Law, the successful construction entity must possess a valid Class “B” license at the time that a proposal is ultimately submitted for this project. In addition, all contractors, including subcontractors will be required to secure a City of San Diego license for the work contemplated.
 SELECTION PROCESS: Selection of the successful Design-Build Teams (D/B) will be a two-step process:
(1)  Selection of the most qualified D/B Teams based on the criteria outlined in the RFQ.
(2) Selected most qualified firms will be requested to submit a Proposal and a Firm Fixed Price Proposal for the design and construction of the proposed Fire Station 33.

 PRE-SUBMITTAL MEETING.  A Pre-submittal meeting will be held on June 26, 2008 from10:00A.M. to 11:00A.M., at the project site, 16966 Bernardo Center Dr., San Diego, CA. All potential responders are strongly encouraged to attend. A site tour will immediately follow. Any materials distributed at the meeting and site tour will be issued to all RFQ recipients in the form of an addendum to this RFQ.

ORDINANCE NUMBER O-19750 (NEW SERIES)

AN ORDINANCE AMENDING CHAPTER 5, ARTICLE 4, DIVISION 4, OF THE SAN DIEGO MUNICIPAL CODE BY AMENDING SECTIONS 54.0401, 54.0405, AND 54.0414, AND DELETING 54.0412, ALL RELATING TO GRAFFITI

Under existing law, graffiti may be charged as a felony or misdemeanor crime under state law or as a misdemeanor under the Municipal Code. Offenses charged under the Municipal Code could result in lesser penalties, and an opinion of the Attorney General indicates that local ordinances making graffiti a crime are preempted by state law.
This ordinance would update the Municipal Code by removing the crime of graffiti from the Municipal Code, requiring that graffiti vandals be charged under state anti-graffiti laws. This ordinance also expresses the City Council's intent that graffiti vandals be prosecuted to the fullest extent of the law.
Existing law limits the display by vendors of certain graffiti tools, such as spray paint and glass-etching cream. Designated graffiti tools under existing law must be kept behind a counter and inaccessible to the public, inside a fixed, locked case, or in a place open to the public under constant supervision by store employees. This ordinance would add to the list of graffiti tools indelible-ink pens with tips that are four millimeters or broader. This ordinance would also remove the provision allowing graffiti tools to be displayed in a place accessible to the public under employee supervision. Instead, this ordinance would require that graffiti tools be kept in a fixed, locked case or behind the counter where they would be inaccessible to the public without active assistance by a vendor or his or her employees.
Existing law establishes the City Council's Committee on Public Safety & Neighborhood Services, which is charged with overseeing operations of public safety and neighborhood services-related efforts. This ordinance would require the Mayor and the City Attorney's offices to report annually to the Committee about graffiti enforcement and abatement efforts.
This ordinance contains a notice that a full reading of this ordinance is dispensed with prior to its final passage, since a written or printed copy will be available to the City Council and the public a day prior to its final passage.
This ordinance shall take effect and be in force on the thirtieth day after its final passage.
