NOTICE IS HEREBY GIVEN that the San Diego Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT, will receive sealed bids for the award of Trade Contracts for the construction of the Vocational Technology Center at the City College Campus, San Diego, as follows:

Bids shall be received in the office of the Owner in Suite 310 at the SAN DIEGO COMMUNITY COLLEGE DISTRICT, 3375 Camino del Rio, South, San Diego, California 92108 and shall be opened and publicly read aloud at the above stated time and place.
Each bid must conform and be responsive to the contract documents, copies of which are now on file. Documents in the form of a CD and printed Specific Trade Instructions will be available at no cost to the bidders from the Construction Manager, Rudolph and Sletten, Inc. Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the information for bidders.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The lowest responsive bid will be determined solely on the lowest base contract bid. Even if alternate bids are sought by the District, the lowest responsive bid will be based solely on the lowest base contract bid.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the San Diego Community College District, Facilities Management, 3375 Camino del Rio, South, Suite 310, San Diego, California, 92108.
It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him or her, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
Labor Compliance Program: Trade contractors and every subcontractor that is listed in the bid documents shall be required to comply with the District's Labor Compliance Program.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in accordance with the above listed license classifications.
No bidder may withdraw his bid for a period of NINETY (90) days after the date set for the opening of bids.

Advertisement for Prequalification of Contractors

Subject to conditions prescribed by the San Diego Community College District, responses to the District's prequalification documents for construction contracts valued at more than $500,000 are sought from contractors for the District's Proposition S and N Construction Bond Program.
Prequalification of Prospective Bidders: The District has determined that contractors who wish to submit bids for construction contracts valued at more than $500,000 must be prequalified on an annual basis. Contractors who have recently been prequalified must also submit the new prequalification application.
General Description of Work: The District's Proposition S and N Construction Bond Program is comprised of approximately seventy construction projects that provide for upgrades and new construction on the District's various campuses. The following projects are schedule to begin construction this upcoming fiscal year, (July 1, 2008 through June 30, 2009):

€ Miramar Technology Building
€ Miramar Arts and Humanities Building
Procedures: Download the Prequalification application packet for Prequalification from the SDCCD Prop S and N web site: http://www.sdccdprops-n.com. Complete the document and send with all required attachments to SDCCD's Prop S and N Program Manager: Gafcon, Inc., 3443 Camino Del Rio South, Suite 311, San Diego, CA 92108. Prequalification applications must be received at least two-weeks prior to any bid opening that your firm wishes to bid on, to allow time for review, verification and approval. Contractors will receive a prequalification verification form with the District's signature. A copy of this document must be included with each bid package you submit.
Prequalification Criteria/Evaluation: Prequalification of prospective contractors will be determined by the application of a pre-established qualifying system. The evaluation is solely for the purpose of determining, in a timely manner, contractors who are deemed qualified for successful performance of the type of work included in this Program. The contracts will be awarded to the prequalified contractors submitting the lowest responsive and responsible bids. The District reserves the right to reject any or all responses to Prequalification Questionnaires and any or all bids and to waive non-material irregularities in any response or bid received.
Contractor's License: Contractor must be licensed by the California Contractors State License Board to apply for prequalification. Regardless of license presented for prequalification, contractor's license must be current and if the proper classification, at the time of the bid, for each project being bid by the contractor.
Labor Compliance: The District operates a Labor Compliance Program on Prop S and N projects. Contractors must comply with all the applicable provisions of the District's Labor Compliance Program while accomplishing any work on the construction program.
Confidentiality: The names and contact information for all prequalified firms is posted on the District Props S and N web site. Beyond that, all information submitted for prequalification evaluation will be considered official information acquired in confidence and the District will maintain its confidentiality to the extent permitted by law.
