As a property owner, tenant, or person who has requested notice, you should know that a public hearing will be held by the Planning Commission (PC) to consider an appeal on an application for the Hearing Officer’s decision of May 7, 2008, approving an amendment to the La Jolla Shores Lifeguard Station project. The project was originally heard and approved on February 9, 2005, by the Hearing Officer.  On February 23, 2005, the project was appealed to the PC.  On May 12, 2005, the PC denied the appeal and approved the project and certified the Negative Declaration.  The proposed amendment requires approval of a Coastal Development Permit, a Site Development Permit and certification of the Mitigated Negative Declaration.  The project site is located directly in front of Kellogg Park on the west side of the boardwalk which runs parallel to the Pacific Ocean shoreline near Calle Frescota within the La Jolla Community Plan area.   NOTE:  Except for a new requirement by the California Environmental Quality Act, the project scope as noted below would not change.
 The approved project is to demolish the existing lifeguard station located on the west side of the boardwalk within the park’s green space; construct a new 1,485 square-foot lifeguard station consisting of two separate buildings that would be connected by a breezeway, with a 30-foot observation tower cantilevered out over the boardwalk and sand (on the east side in the southwest corner of the existing parking lot), away from the park’s green space; and construct a detached 650 square-foot single story, rescue vehicle and emergency equipment facility also within the parking lot.  In addition, the existing steel container (adjacent to Kellogg Park along Calle Frescota) which currently stores the lifesaving equipment would be removed.

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego
California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

The purpose of this action is to enter into an agreement with the California State Coastal Conservancy and the Los Penasquitos Lagoon Foundation (LPLF) to provide for the City's maintenance of a sediment control basin, to be constructed by LPLF, at the western end of Los Penasquitos Canyon. LPLF has received a grant for this project. LPL is an impaired water body listed on the State Water Resource Control Board's 303(d) list for impacts associated with sediment/siltation. This sediment control basin will prevent sediment and other pollutants originating in Lopez and Los Penasquitos Canyons from reaching Los Penasquitos Lagoon (LPL). The basin will be constructed in Los Penasquitos Canyon Preserve: East of Torrey Pine, South of Torrey Hills and north of Mira Mesa community areas.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
