As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Site Development Permit to remodel and add 4,520 square feet to an existing 3,634-square-foot, 2-story, single family residence on a 0.56-acre lot located at 2350 Calle de la Garza. The site is in the Single Family (SF) Zone of the La Jolla Shores Planned District, Coastal Overlay Zone (Non-Appealable 2 Area), Coastal Height and Parking Impact Overlay Zones within the La Jolla Community Plan and Local Coastal Program.
The decision of the Hearing Officer is final unless appealed to the Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. The appeal must be made within 10 working days of the Hearing Officer's decision. Please do not e-mail appeals as they will not be accepted. NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about July 1, 2014, the City of San Diego will submit a request to the U.S. Dept. of Housing and Urban Development/California for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 to undertake a project known as GRID Alternatives San Diego Solar Affordable Homes Program. The purpose of this program is to complete the installation of photovoltaic solar systems in homes owned by low- and moderate- income City of San Diego residents. During the period July 2014 through June 2015 approximately $257,040 will be used to rehabilitate approximately 60 homes/units. The area of consideration for this program is the City of San Diego CDBG Low and Moderate Area Eligible Census Tracts.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA). An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at City of San Diego HUD Programs Administration, 1200 Third Avenue, Suite 1400, San Diego, CA 92101 and may be examined or copied weekdays 9:00A.M to5:00 P.M. The City of San Diego will use the Appendix A format to supplement this ERR with additional site-specific reviews further addressing Historic Preservation, Explosive and Flammable Operations, Airport Clear Zones, Flood Insurance, Toxic Substances and Hazardous Materials prior to approving any loan or grant under these programs.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of San Diego HUD Programs Administration, 1200 Third Avenue, Suite 1400, San Diego, CA 92101. All comments received by June 30, 2014 will be considered by the City of San Diego prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION
The City of San Diego certifies to U.S. Dept. of Housing and Urban Development/California that Cathy Winterrowd in her capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The U.S. Dept. of Housing and Urban Development/California approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows City of San Diego to use Community Development Block Grant funds.

OBJECTIONS TO RELEASE OF FUNDS
The U.S. Dept. of Housing and Urban Development/California will accept objections to the City of San Diegoís Request for Release of Funds and Environmental Certification for a period of fifteen days following the anticipated submission date specified above or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of San Diego; (b) the City of San Diego has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58 or by CEQ regulations at 40 CFR 1500-1508, as applicable; (c) the City of San Diego has omitted one or more steps in the preparation, completion or publication of the Environmental Assessment or Environmental Impact Study per 24 CFR Subparts E, F or G of Part 58, as applicable; (d) the grant recipient or other participant in the development process has committed funds for or undertaken activities not authorized by 24 CFR Part 58 before release of funds and approval of the environmental certification; (e) another Federal, State or local agency has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Office of Community Planning and Development, Los Angeles Field Office at 611 W. Sixth Street, Suite 801, Los Angeles, CA 90017. Potential objectors should contact the Office of Community Planning and Development, Los Angeles Field Office to verify the actual last day of the objection period.
