NOTICE IS HEREBY GIVEN, THAT THE City Council of the city of San Diego ("the City Council") and the Redevelopment Agency of the City of San Diego ("The Agency") will hold a joint public hearing on July 15, 2003 at the hour of 10:00 a.m., or as soon thereafter as the matter can be heard, in the City Council Chambers, 12th Floor of the City Administration Building at 202 C Street, San Diego, California, pursuant to Article 12 of the California Community Redevelopment Law.
The proposed amendment to the current Barrio Logan Redevelopment Plan involves extending the Agency?s eminent domain authority. This proposed amendment will extend the Agency?s eminent domain authority within the Barrio Logan project area for an additional 12 years. The current Plan?s eminent domain authority is set to expire on May 20, 2003.
A Secondary Blight Study and Secondary Environmental Study have been prepared for the Proposed Plan Amendment. Each has been reviewed and will be considered by the City Council and the Agency prior to approving the amendment. The determination of the secondary studies indicate: that blight still exists within the project area and that that the proposed amendment will not require further environmental findings.
The following documents are available for public inspection and copying during regular office hours (8:00 a.m. to 5:00 p.m., Monday through Friday) at the office of the Secretary of the Redevelopment Agency, 600 B Street, Fourth Floor, San Diego, California:
1. A copy of the Secondary Environmental Study.
2. A copy of the Secondary Blight Study.
At any time before the date and time set forth above for the public hearing by the Redevelopment Agency and the City Council, written comments on or objections to the proposed Plan Amendment may be filed with the City Clerk. Comments may also be submitted during such period on the other documents referred to in this Notice. All persons wishing to question, comment, object to, or be heard on such matters at the public hearing will be given an opportunity to appear and the so heard. If you later desire to challenge actions of the Agency and/ or City Council in connection with these actions, you could be limited to raising issues that you have raised at or before the public hearing.

A public scoping meeting is to be held by the City of San Diego Land Development Review Division for the project listed below on July 9, 2003 at 6:00 PM. Written comments regarding the scope of the proposed Environmental Impact Report (EIR) will be accepted at the meeting. This notice was/will be published in the SAN DIEGO DAILY TRANSCRIPT and distributed on June 25, 2003.
SUBJECT: Alexandria Tech Center. COASTAL DEVELOPMENT PERMIT/SITE DEVELOPMENT PERMIT/PLANNED DEVELOPMENT PERMIT & Rezone for two multi-story office/research and development buildings each over a single level of basement parking, a detached parking structure, and central plant building and associated refuse and storage enclosures on a vacant 11.2 acre site. The site is located on the east side of Vista Sorrento Parkway, south of Lusk Boulevard in the IL-3-1 zone (a portion of the southwesterly 700 feet of Lot 8, of Sorrento Lands and Townsite, Map No. 483) of the Mira Mesa Community Plan. Based on an Initial Study, it appears that the proposed project may result in significant environmental impacts in the following areas: Air Quality, Biology, Geology, Health and Safety, Hydrology/Water Quality, Land Use, Noise, Paleontology, Transportation/Circulation, and Visual Quality. Based on the potential impacts of the project to the area, the City is holding a Environmental Impact Report (EIR) scoping meeting open to the public on July 9, 2002 at 6:00 PM. The meeting place is located at Mira Mesa Branch Library. The Library is located at 8405 New Salem Street, San Diego, CA 92126-2398. Subsequent to this meeting a Notice of Preparation (NOP) of an Environmental Impact Report and Scoping Letter will be distributed.
