The Port of San Diego is requesting Statements of Qualifications for Professional Structural Engineering Services for:
PIER 11A REHABILITATION
SAN DIEGO, CALIFORNIA

The Port of San Diego desires to enter into an agreement with a qualified consultant to provide structural engineering services for the rehabilitation of Pier 11A (the former U.S. Navy Fleet and Industrial Supply Center Pier) located in downtown San Diego. Future use of the pier includes a long-term lease to the San Diego Aircraft Carrier Museum for berthing the aircraft carrier Midway and development of a Veterans Memorial Park. The scope of work includes field investigations, testing, reports, design phase services, construction phase services and other services as required.

Notice is hereby given that the Purchasing Department, First Floor, of the San Diego Unified Port District will receive sealed bids at 3165 Pacific Highway, San Diego, California, until 2:00 P.M. on the 25th day of July 2003 for:

FENCE IMPROVEMENTS
NATIONAL CITY MARINE TERMINAL
AND SHELTER ISLAND

Work includes furnishing all labor, materials, power, equipment, tools, transportation and supervision necessary to construct approximately 4,000 linear feet of security fencing and a steel picket fence.
The security fence construction shall be based on U.S. Coast Guard guidelines and will include fabric-screening material.
The steel picket fence shall be constructed to provide additional security to a Harbor Police Department facility as detailed in the plans and specifications.
The magnitude of this work is in the range of $150,000.00 to $200,000.00. The port is seeking qualified bidders with experience in port security fencing projects. The bidder must possess a valid California State Contractors License Classification C at the time the contract is submitted.
Bids will be opened in public at or about that hour at 3165 Pacific Highway, San Diego, California, all as more particularly contained in Document No. 46088 on file in the office of the Clerk of said District. No bidder may withdraw a bid within 60 days after the date set for bid opening.
A mandatory pre-bid conference will be conducted at 10:00 A.M. on July 10, 2003, in the Training Room, First Floor, of the San Diego Unified Port District, 3165 Pacific Highway, San Diego, California. Late arrivals will not be admitted. Bids from companies who fail to attend the mandatory pre-bid conference will be considered non-responsive. Bidders will be required to show valid picture ID.
Immediately following the pre-bid conference, a mandatory examination of site of work will be conducted. Bids from companies who fail to attend the mandatory examination of site of work will be considered non-responsive. Bidders will be given the opportunity to take measurements and survey existing conditions and should be prepared to do so.
The District?s representative will be present at the pre-bid conference to receive questions. Questions after the pre-bid conference must be submitted in writing to the representative. Questions will be accepted up to a date to be determined at the pre-bid conference. An addendum will be issued, if necessary, to respond to questions raised.
Plans and specifications are available for download on Port of San Diego website, www.portofsandiego.org. Plans and specifications may also be purchased for $10.00 per each set on or about June 25, 2003, during the hours of 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 4:00 p.m., Monday through Friday, excluding District holidays, from the Purchasing Department, San Diego Unified Port District, P.O. Box 120488, San Diego, CA 92112-0488, or picked up in person at 3165 Pacific Highway, San Diego, California, Telephone Number (619) 686-6320. Shipment of plans and specifications by Federal Express is available at Bidder?s expense (please provide a completed airbill with your request). The purchase price and cost of shipment are not refundable. One set of plans and specifications will be made available by the District to local plan file services.
It is the policy of the San Diego Unified Port District that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.
