TO ADOPT A NEGATIVE DECLARATION FOR THE PROPOSED MIRAMAR
ENERGY FACILITY
(A PEAKING ELECTRICAL POWER PLANT)

Notice is hereby given that the San Diego County Air Pollution Control District (APCD) is proposing to adopt a Negative Declaration addressing the potential environmental impacts of proposed Miramar Energy Facility Unit 2 MEF II (peaking electric power unit), based on Initial Study findings prepared pursuant to the provisions of the California Environmental Quality Act.
The APCD has received an application for an Authority to Construct and a Permit to Operate a peaking electric unit (MEF II), comprised of a simple-cycle natural gas-fired combustion turbine with a nominal capacity of 46 megawatts; a 620 kilowatt natural gas-fired four-stroke lean-burn emergency standby internal combustion engine; and ancillary equipment. The proposed MEF II location is 6875 Consolidated Way near Milch Road in the City of San Diego, California 92121. The proposed project is to be located in an existing industrial site used for power generation and other industrial activities. The project property is bounded by commercial and industrial facilities and by the Marine Corps Air Station Miramar.
Construction and operation of the proposed MEF II will be subject to permit conditions limiting or requiring specific action (including application of Best Available Control Technology) to assure compliance with all APCD rules and regulations, thereby minimizing the impact of any emissions increase and assuring no significant adverse effect upon ambient air quality. MEF II will be subject to periodic inspections by the APCD to confirm compliance.
The APCD, acting as lead agency, has completed an Initial Study for the project. The Initial Study found no substantial evidence that the project will have a significant adverse effect on the environment. On the basis of these findings, a proposed Negative Declaration has been prepared.
The APCD is seeking comments on the proposed Negative Declaration. The 30-day review period commences on July 1, 2008, and ends on July 31, 2008. All comments must be submitted in writing or via e-mail and received at the APCD office by 5:00 p.m. on July 31, 2008. Pursuant to CEQA Guideline 15072(g)(5), the site on which the project is proposed is not included on any of the lists pertaining to hazardous waste enumerated in Government Code section 65962.5.
Please note that the Air Pollution Control Officer may adopt the Negative Declaration and Issue an Authority to Construct and Permit to Operate as soon as 10 days following the close of the public comment period (July 31, 2008). A public hearing is not required for this project pursuant to applicable APCD Rules. The decision of the Air Pollution Control Officer may be appealed to the Hearing Board in accordance with APCD Rules.

Terminal Paging System Service - RFP

The San Diego County Regional Airport Authority ("Authority") seeks proposals from firms or individuals for on-call maintenance service of the Innovative Electronic Designs public paging system installed in the Terminals at San Diego International Airport (“Airport”). The recommended Respondent shall provide all labor, supervision, materials and replacement parts for maintaining the paging systems in fully functional, operating condition. The paging systems are located in Terminal 1, Terminal 2 and the Commuter Terminal. Respondents must submit written verification they are certified or shall obtain, at their expense, certification from Innovative Electronic Designs, Inc. Interested firms or individuals with demonstrated experience in paging system maintenance service are encouraged to participate in this solicitation process and must comply with the submittal requirements described in the Request for Proposals ("RFP").
